Description
This is a combined synopsis and solicitation for commercial items, prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being issued as 100% Small business set-aside. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-26 and DFARS Change Notice 20080812. North American Industry Classification System Code 332510 and Size Standard 500 employees apply to this procurement. Reference number F1Q3BN8155AB01_SAFLOK is issued as a request for quotation (RFQ). IAW FAR 252.204-7004, all firms or individuals responding must be registered with the Central Contractor Registration (CCR). To register, please visit http://www.ccr.gov. Offerors shall electronically complete FAR 52.212-3, Offer or Representations and Certification -- Commercial Items at Website http://www.bpn.gov/orca. Oral quotes will not be accepted. Quotes must be submitted on an all or none basis. Your quote must include discount terms, delivery date, tax identification number, cage code, and DUNS number. Description of requirements: BRAND NAME FOR SAFLOK PRODUCTS ONLY 0001 Provide 235 each MT4000 SAFLOK MT X MKO Interchangeable core electronic locks. Must have mechanical key override; handle type is Troy; door application is Exterior; finish type is Satin Stainless Steel; handing will be determined by time of award. Note that 5 of the total 235 locks are spares. 0002 Contractor will furnish all labor, tools, materials, personnel, facilities and incidentals necessary to accomplish installation of 230 locks throughout two buildings (Lodging Bldg 800s and 801). Install/retrofit existing doors with existing ANSI prep union. Remove existing lockset and strike, and prepare and install SAFLOK and strike. 1 job, firm fixed price. 0003 Incentive pricing for trade in value for 230 each SL2500 locks, if offered Basis for Award: An Award will be made to the contractor who is determined to offer the Best Value based on price, delivery and technical. Please note that the price consideration includes discount/incentive price for trade in of removed SL2500 locks, if vendor can offer such a discount. For delivery, vendor must state the estimated period of performance in days; also state the number of rooms which must be made available to the contractor per day. Regarding technical, this includes warranty; vendors must send an electronic copy of the warranty offered. By submission of an offer, the offeror accedes to the terms of this model; all such offers shall be treated equally except for their price, delivery and technical. Award will be made without discussions; contractors are encouraged to offer their most advantageous pricing with their response, however, the government reserves the right to conduct discussions if deemed in its best interest. Therefore, the offer should contain the offeror's best terms from a price, delivery and technical standpoint. Failure of an Offeror's proposal to meet any given requirement may result in the entire proposal being found to be unacceptable and eliminated from further competition. Only firm-fixed price offers will be evaluated. The Government will from this solicitation award a firm-fixed price contract that provides the best value to the Government. Since award will be based on initial responses, quoters are highly encouraged to quote your most advantageous pricing in your initial response. All responses that meet the criteria contained within will be considered. Award will be made using Simplified Acquisition Procedures in accordance with FAR 13.106-2.
