Description
I.INTRODUCTION. A. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Parts 12.6 and 13, as supplemented with additional information in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. B. The combined synopsis and Request for Quotation (RFQ) number is: TARRES17908 C. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005- (FAC) 2005-26, Effective 12 Jun 2008 D.The NAICS code applicable to this acquisition is 334519 Other Measuring and Controlling Device Manufacturing, corresponding to a size standard of 500 employees for small business qualification. E. Basis for award Award shall be made to the responsible offeror having the lowest price, and meeting the technical specifications detailed below. II.GENERAL. The United States Army Tank and Automotive Research, Development and Engineering Center (TARDEC) in Warren, Michigan has a requirement for the a dynamometer and control drive, including installation and setup in the new Ground System Power & Energy Laboratory (GSPEL) building when completed. The unit must be a four quadrant AC dynamometer that functions dynamically between quadrants. The dynamometer must be an active dynamometer, specifically with the ability to transition dynamically between quadrants. Dynamic transition between quadrants means the dynamometer system can simulate a vehicle load climbing up a hill (absorbing torque) then peaking and going down the hill (generating torque) thereby transitioning between two quadrants on-the-fly. The dynamometer system must be fully programmable, regenerative and upgradeable. The dynamometer must be a 465 HP Regenerative AC dynamometer. The dynamometer must be have a maximum operating speed of 12000 RPM. The dynamometer must have a max continuous torque 2450 fl-lb from 0 - 1000 RPM. The compensated inertia of the dynamometer must not exceed 0.3 kg-m^2. The dynamometer must be liquid cooled. The Variable Frequency Drive's must have the following characteristics: Four quadrant control IGBT based power control No more than 3 msec torque response +100% to -100% in 40 msec RS 232/485 interface/Ethernet An integral algorithm for torque projection based upon motor armature current monitoring and compensation based upon temperature and corrected by actual measured torque. Speed control Accuracy +/- 0.1% Full Scale Torque control Accuracy +/- 0.5% Full Scale Armature over voltage protection Armature over current protection Phase loss/under voltage protection Fusible disconnects Lockout Feature Isolation from ground faults and line surges Five cycle ride through during complete power outages Automatic ride through feature for power interrupt Restart into a rotating load upon restoration of AC line power following a power loss Integral choke and line filters with 5% line reactor (internal) EMC tight cable connectors Input Power 480 VAC 60 hz Input power tolerance: voltage +/- 10%. Frequency +/- 5% No reactive power compensation will be provided in the facility No main filter will be provided in the facility Power cables - double shielded, low capacitance 2.The contractor shall install the dynamometer equipment in the GSPEL facility. The delivery and installation must be coordinated with the Army Corps of Engineer (ACE) sub-contractor. The current installation schedule will require deliver of the dynamometer equipment no sooner than June of 2010. All equipment must be installed by December of 2010. B.Submittal Instructions. Quotations shall also include shipping (FOB Destination) and best delivery schedule. TACOM reserves the right to seek clarification on any aspect of your quotation. C.This acquisition is unrated under the Defense Priorities and Allocations System (DPAS). D.
