- I.INTRODUCTION A.This is a combined synopsis/sole source solicitation (request for proposal) for commercial items prepared in accordance with the format in FAR Subparts 12.6 and 5.2, as supplemented with additional information in this notice. This announcement constitutes the only solicitation. Offers are not being requested from anyone other than the sole source identified below,and no other solicitation will be issued. B.The solicitation number is: TARRES-177-08 C.This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005 26, Effective 12 JUN 2008. D.The associated North American Industrial Classification System (NAICS) code applicable to this acquisition is 335999. The small business size standard associated with this code is 500 employees. E.Basis for award The US Army TACOM-LCMC intends to solicit and negotiate solely with AeroVironment Inc for an 800 kW DC power supply capable of delivering and absorbing up to 1000ADC at voltages up to 800VDC. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1), implemented by FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. This notice of intent is not a request for competitive offers however, any responsible source may submit a capability statement, proposal or quotation within ten (10) days of the issuance of this notice and it shall be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. AeroVironment Inc. is the only known manufacturer that can provide this type of system with the appropriate specifications required by the Army. All inquiries shall be submitted electronically to the POC listed below. F.This acquisition is not rated under the Defense Priorities and Allocation System (DPAS). II. GENERAL A.The United States Army Tank and Automotive Research, Development and Engineering Center (TARDEC) in Warren, Michigan has a requirement for the following power supply system as described: 1. 1 each (1) AeroVironment AV800 meeting the following requirements: a.Dual Channel Bi-Directional DC Power Supply b.Output Voltage: 8-800VDC c.Voltage Accuracy: +/-500mVDC d.Single Channel Output Current: -500 to 500ADC e.Single Channel Current Accuracy: +/-500mA f.Dual Channel Output Current: -1000 to 1000ADC g.Dual Channel Current Accuracy: +/-1A h.Power Capacity: -800 to 800kW i.Power Accuracy: +/-500W j.Current Ripple: less than 1Arms k.Power Factor: less than 99% @ Rated Power l.Harmonic Distortion: less than 3% @ Rated Power m.Operating Environment: Must operate in 0-35C and 0-90%Relative Humidity non-condensing n.Remote controllable o.Remote Control Interface Control Documentation p.Remote Emergency Cutoff q.Facility Power: 480VAC, 3ph 2.The contractor shall install the power supply in the facility. The installation must be coordinated with the Army Corps of Engineer (ACE) sub-contractor and be concluded within 20 months after receipt of order (ARO). Delivery will occur to US Army TACOM, Warren MI 48397 5 months ARO. A.Proposal must be received by TACOM no later than 12:00 P.M (noon) EST, 25 September 2008 by Email to gregory.pollard@conus.army.mil. Note that in accordance with FAR 4.12, prospective contractors shall complete electronic annual representations and certifications in conjunction with FAR 4.11 required in the Central Contractor Registry (CCR) database prior to receiving an award of a contract.
