Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, streamlined procedures for evaluation and solicitation for commercial items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation document will not be issued. The solicitation number is F1N1D58212A001and the solicitation is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-26. The associated North American Industry Classification System (NAICS) for this procurement is 423610 and the small business size standard is 100 employees. This is advertised as 100% small business set-aside and FAR 52.219-6, Notice of Total Small Business Set-Aside, applies to this acquisition. This requirement is for FOB (Destination) for delivery is Columbus AFB, MS 39710. The delivery and installation date will be determined by the customer and may be up to 12 months following award. The Government will give the vendor six to eight weeks advance notice as when to deliver and install. This solicitation is for contractor provided on-site delivery and installation of a MGE Galaxy PW 100 kVa UPS, in addition to all effort, labor, materials, parts, requirements and servies to field upgrade a MGE Galaxy PW 100kVA UPS module to a 130 kVA power level. Brand substitutions are not accepted. Reference attached UPS Guidelines & Specifications for a detailed purchase explanation of requirements and Justification and Approvals for brand specification. Award can only be made to contractors registered in the Central Contractor Registration (CCR) as prescribed in DFARS 252.204-7004 and 252.232-7009. CCR can be accessed at www.ccr.gov or by calling 1-888-227-2423. The contractor shall be registered in the Online Representations and Certifications Application - ORCA - at http://orca.bpn.gov/. The CCR and ORCA registrations must be completed before award can be made. Award will be made based on product quality and compatability as well as price and delivery schedule. The provision at 52.212-1, Instructions to Offerors - Commercial, applies to this solicitation. The provision at 52.212-2, Evaluation - Commercial Items, applies to this solicitation. The contractor certifies that it can meet the delivery date by submitting a quotation. The provision at 52.212-3, Offeror Representations and Certifications - Commercial Items, applies to this solicitation. The clause at 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition. The following FAR clauses identified at paragraph b of FAR 52.212-5 are considered checked and are applicable to this acquisition: (5), (16-19), (21), (31), (35-37), and (40). The following sub-paragraphs identified within DFARS clause 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items, are considered checked and are applicable to this acquisition: DFARS 252.232-7003 and DFARS 252.247-7023 (Alternate III).
