- This synopsis is being posted to both the Federal Business Opportunities(FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line(NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. Naval Undersea Warfare Center Division Newport (NUWCDIVNPT) is looking for partners interested in demonstrating concepts to launch a lightweight torpedo from high altitude. The demonstration should have the following goals: 1.Launch a MK54 Lightweight torpedo from a fixed wing aircraft at high altitude, preferably 10,000 - 20,000 feet. 2.Provide an in-flight update to the desired water entry point. 3.Entry of the torpedo at the updated position, within the current water entry envelope. 4.Demonstration of a standoff capability is desired but not required. NUWCDIVNPT will provide inert (non-operating) torpedo test shapes and/or existing Lightweight Torpedo (LWT) Air Launch Accessories (ALA) for use in testing prototype hardware that aims to meet these demonstration goals. The tests could be flight demonstrations, or land based integration tests that would benefit from the use of a representative torpedo shape. Interested parties must meet the following criteria: 1) demonstrate that they have a funded demonstration test plan; 2) show that reasonable design, development and prototyping has progressed on their demonstration concept; and 3) be able to schedule their demonstration or test event within six months of acquiring the test shape. NUWCDIVNPT will not provide any funding for development or execution of any test plans or demonstrations but will pursue in good faith a Cooperative Research and Development Agreement (CRADA) or other appropriate agreement with any party meeting these criteria. As part of the collaborative agreement, the partner will be expected to share test data and allow government personnel to review design, test plans, and witness major test events in exchange for the torpedo test shapes and air launch accessories. All design information will be protected as proprietary information under the terms of the agreement. NUWCDIVNPT will ship the hardware to the partner, and all NUWCDIVNPT hardware must be returned to NUWCDIVNPT at the partner’s expense after the testing is complete.
