- September 22, 2008 Directorate of Contracting SUBJECT: Request for Quote for W91L5F-8238-N200, Mahaffey Insulated Dining Tent Facility with HVAC or EQUAL, Fort Sill, Oklahoma. All Concerned: 1. Attached are questions that were submitted in reference to W91L5F-8238-N200, Mahaffey Insulated Dining Tent Facility with HVAC or EQUAL, and the Governments response to these questions. 2. Amendment 0001 is enclosed to reflect the changes in the Scope of Work and to extend the response date. Acknowledgement of all amendments is required. 3. If you should have any further questions, please contact Karen Warner, Contract Specialist at (580) 442-4315, or Shari L. Greggs, Contracting Officer at 580-442-3604. Questions and Answers: 1. Can you give me the POC information for the referenced Structure shall be fitted with the Guardian Hard Wall System or EQUAL; Desert Tan in color. This system has 1-3/8 inches insulation and shall have an R-value of 5.73. Answer: The manufacturer of the Guardian Hard Wall System is Mahaffey Tent and Awning Co., Memphis, TN. 2. Is there level foundation where the building will be installed if so what type of foundation, grass, gravel, asphalt, concrete? Answer: The foundation is primarily level and is made of a crushed rock surface equivalent to sand. 3. Should the contractor budget for dirt work or leveling the area where the building will be installed? Answer: No dirt work or leveling should be necessary. 4. Will this location be powered by Government provided generator? Answer: Location is powered by government power. 5. Who is responsible for running power to the building? Answer: Contractor shall be responsible for bringing power from the government power source to the building, connecting the government power to the building, and ensuring that the entire contractor provided electrical devices in or attached to the building are all operating at nominal levels. 6. Who is responsible for connecting the power to the generator or city power? Answer: Contractor shall be responsible for bringing power from the government power source to the building, connecting the government power to the building, and ensuring that all of the contractor provided electrical devices in or attached to the building are all operating at nominal levels. 7. Should the contractor budget laying power lines underground or will the Government handle that? Answer: No underground work is required. 8. Do you want the air curtain to have the capability to blow cool and warm air? Answer: Air curtain shall blow room temperature air. 9. When do you expect to issue a notice to proceed? Answer: A Notice To Proceed will not be issued. Once award document is issued/received, you are expected to start work. 10. How many days will the contractor have to complete the project? Answer: Requested completion date is 01 March 2009. 11. Do you want the tent to be desert tan as well? Answer: Yes 12. Do you require engineer stamped drawings? Answer: Drawings are required but an engineer stamp is not required. However, the drawings must be a true representation of the structure when completed and display a full or partial true representation of the support structure including lengths, distances, widths and heights. 13. Will we be required to submit material samples and submittal paper work for this project? Answer: Electronic color samples are acceptable. 14. Will any permits be required for this install? Answer: No permit will be required. 15. Could you give us the manufacture of the high impact polypropylene 1.25 inch thick plastic floor overlay? Answer: There is no recommended manufacturer for the floor overlay; however the tent manufacturer is Mahaffey Tents. The structure shall have four (4) inch raised flooring with a vinyl covering to allow for easy cleaning and maintenance. Floor shall be standard construction (16 inch on center) joists with 3/4 inch pressure treated plywood covered with a minimum of 12 screws per sheet. Plywood shall be covered by a high-impact polypropylene 1.125 inch thick plastic floor overlay. Color shall be determined at time of award. 16. For the floor installation you expect inch treated plywood covered by 1.25 plastic overlay, topped by Vinyl covering? Answer: Specs should indicate inch treated plywood covered by a 1.125 inch polypropylene overlay. 17. Per section 10, how high should the guardian wall system be? Answer: Eight (8) foot nine point two (9.2) inches. 18. Do you expect the entire structure to be insulated? Answer: The wall structure shall be insulated. Contractor preference on the roof material. 19. R-value is 5.73. Is that a requirement or is that what Mahaffey offers? Answer: This is the Governments requirement. 20. You do not show specification of the fabric for the roof. (pvc laminated, pvc coated, weight of fabric) Answer: Roof fabric shall be 16 oz. 22 oz. industrial vinyl coated fabric able to withstand 80 MPH Sustained Class C winds. AMENDMENT 0001 This is Amendment 0001 to combined synopsis/solicitation number W91L5F-8238-N200. The Scope of Work has been replaced with the following scope of work in its entirety: (** indicates changes and/or additions). The Response date has been changed from 24 September 2008, 12:00 PM CST, to 25 September 2008, 4:00 PM CST. SCOPE OF WORK 1.Structure frames shall be made from anodized aluminum and shall be covered with an industrial vinyl fabric for a weatherproof environment. **Fabric shall be desert tan in color and roof fabric shall be 16 oz. 22 oz., industrial vinyl coated fabric able to withstand 80 MPH sustained winds (Class C winds). 2.The Structure shall meet or exceed all requirements of the International Building Code (IBC), which will give the structure the additional flexibility of being in use for long periods of time. 3.Structure shall be rated to withstand 100 mph wind gusts (ASCE 7-98 Class B). 4.Structure shall be 20m (66 ft) configured with a length of 55m (180 ft). 5.**The structure shall have four (4) inch raised flooring with a polypropylene covering to allow for easy cleaning and maintenance. Floor shall be standard construction (16 inch on center) joists with 3/4 inch pressure treated plywood covered with a minimum of 12 screws per sheet. Plywood shall be covered by a high-impact polypropylene 1.125 inch thick plastic floor overlay. Color shall be determined at time of award. 6.HVAC shall be Mahaffey 25 Ton HVAC Unit or EQUAL. A/C Tonnage: shall be 25 Ton; Heating Kw: 30Kw; Voltage 208; Amperage 125 amps. HVACs shall be skid mounted. 7.Lights - Minimum of sixteen (16) each 400 watt Metal Halide lights. 8.Electrical Outlets - One (1) quad 110 volt box shall be centered on each of the four sides of the shelter. One (1) dual 110 volt box shall be equally spaced between the center and each end of the short sides of the structure. Two (2) dual 110 volt boxes shall be equally spaced between the center and end of the long sides. Total of one (1) quad box and two (2) dual boxes shall be on each short side of the structure and one (1) quad box and four (4) dual boxes shall be on the long sides of the shelter. 9.Structure shall have two (2) single doors with air curtains and five (5) double doors with air curtains. Each single door shall be 36inches and double doors shall be at a minimum opening of 72 inches or greater. **Air curtains shall blow room temperature air. 10.Structure shall be fitted with the Guardian Hard Wall System or EQUAL; Desert Tan in color. This system has 1-3/8 inches insulation and shall have an R-value of 5.73. **The wall system shall be eight (8) foot, nine point two (9.2) inches high.
