Description
The United States Army Medical Research Acquisition Activity (USAMRAA) intends to negotiate a contract on an other than full and open competition basis with Cogenics Inc, 5 Science Park, New ahven CT 06511. The required services entail the performance of (1) microarray generation: RNA extraction, Affymetrix genechip, NuGen Ovation Whole Blood Solution protocol, relative QPCR, ABI gene expression, and custom assay design; and (2) genotyping: DNA extraction, Illumina Human 1M Duo Beadchip, and Illumina genotyping; and (3) custom data analysis of both the microarray and genotyping. These services were awarded competitively to Cogenics in 2007 in support of the United States Army Medical Research Institute of Infectious Diseases (USAMRIIDs) Research Project 07-18 entitled Anthrax Vaccine Adsorbed A Systems Biology Approach to Determining the Factors Mediating Safety and Immunogenicity. It is paramount that this research projects results be scientifically sound and therefore capable of withstanding the greatest amount of scientific question and scrutiny. The only way to ensure the consistency and scientific merit of the tests is for them to be performed by the same source. Minute differences in results of these kinds of tests occur between sources. Those small differences between vendors are enough to compromise the science. Therefore, the same source must perform all microarray and genomics tests, as well as data analysis, throughout this research project. The recruiting and enrollment of male volunteers for the protocol has already begun. This protocol is currently being amended to include female volunteers, in addition to the male volunteers, thus doubling the number of study samples and required testing. This is not a request for competitive proposals. Any responses to this synopsis must be provided in writing and include qualifications, experience, past performance and proposed costs to provide this type of services. All responses will be considered be reviewed and considered for future requirements of this type. Your responses should be provided by 5:00 pm Eastern Standard time on Friday September 26, 2008.
