Description
The United States Army Medical Research Acquisition Activity (USAMRAA) intends to negotiate a contract on an other than full and open competition basis with Meso Scale Discovery, 9238 Gaither Road, Gaithersburg MD 20877. The requirement is to perform cytokine and chemokines assays. The services were awarded competitively to Meso Scale Discovery in 2007 and now additional services are required in support of the United States Army Medical Research Institute of Infectious Diseases (USAMRIIDs) Research Project 07-18 entitled Anthrax Vaccine Adsorbed A Systems Biology Approach to Determining the Factors Mediating Safety and Immunogenicity. It is paramount that this research projects results be scientifically sound and therefore capable of withstanding the greatest amount of scientific question and scrutiny. The only way to ensure the consistency and scientific merit of the tests is for them to be performed by the same source. Minute differences in results of these kinds of tests occur between sources. Those small differences between vendors are enough to compromise the science. Therefore, the same source must perform all small protein panel assays, throughout this research project. The recruiting and enrollment of male volunteers for the protocol has already begun. This protocol is currently being amended to include female volunteers, in addition to the male volunteers. It is now anticipated that only 750 of the 900 samples of the original award will be those of the male volunteers. The remaining 150 samples of the original award and the 600 samples included in this modification will be those of the female volunteers. This is not a request for competitive proposals. Any responses to this synopsis must be provided in writing and include qualifications, experience, past performance and proposed costs to provide this type of services. All responses will be considered be reviewed and considered for future requirements of this type. Your responses should be provided by 5:00 pm Eastern Standard time on Friday September 26, 2008.
