Description
The Fleet and Industrial Supply Center Norfolk, Contracting Department, Philadelphia Office intends to procure Instructor/Operator, related scheduling and administrative support services for simulator and classroom based Navigation, Seamanship and Shiphandling (NSS) Training at Surface Warfare Officer's School (SWOS) Command. Primary instructor requirements include but are not limited to providing classroom and laboratory training in the NSS subject areas based on SWOS provided curriculum, furnished schedule and in accordance with NSS Training Requirements Documents (TRD). Primary operator requirements include but are not limited to operation of NSS simulators and other computer based training systems in support of conducting NSS exercises. The work will be performed primarily at SWOS located in Naval Station, Newport, RI, but may also require work off-site in Bath, ME. This requirement will be procured under FAR Part 12 Commercial Items procedures. The Government! intends to award a single, firm fixed price type contract to the eligible, responsible offeror whose offer represents the best value considering price and technical factors. The specific evaluation criteria will be outlined in the resultant solicitation. Upon its release, the Request for Proposal (RFP) will be posted at the Navy Electronic Commerce Online (NECO) website, www.neco.navy.mil. The RFP will indicate the closing date. This will be an unrestricted acquisition. The resultant contract shall consist of a 12-month base period and 4, 12-month option periods. The basic performance period is expected to begin on 1 May 2009. The applicable North American Industry Classification System (NAICS) Code is 611519, and the applicable size standard of $6.5M. All contractors that intend on submitting a proposal must be registered in the Central Contractor Registration (CCR) website, www.ccr.gov.
