- The Naval Air Warfare Center Aircraft Division Lakehurst, NJ, intends to negotiate on a non-competitive basis with Testek, Inc., of Livonia, MI, for the procurement of Sustaining Engineering Support for the Aircraft Engine Components Test Stand (AECTS). This Sustaining Support shall ensure performance of the AECTS (Part Number: 101990) hardware and software in all test stands both with and without F/A-18 ELECTRICAL POWER TEST SET (Part Number: 74D420513-1001). All sixty-two (62) fleet stands will be covered by this sustaining support. F/A-18 PSE and CSE AECTS are the only test benches that provide the Navy's AIMDs and depots with the capability to fully test all Navy/Marine aircraft electrical power generation components. These components include but are not limited to: integrated drive generators, constant speed drives, AC generators, variable speed constant frequency alternators and DC generators. These technical services shall include but not be limited to: conferring with Government or fleet personnel via telephone or e-mail, participating in Technical/Engineering coordination meetings, testing and troubleshooting, running diagnostics software, hardware/software updates, and performing failure analysis. The offeror must have engineering background experience and working knowledge of both F/A-18 I-Level and CSE AECTS(s). The offeror must have access to all the necessary technical drawings, operational software and system performance documentation. The offeror will be required to make on-site visits (both CONUS and OCONUS) to provide technical assistance to return the PSE F/A-18 I-Level and CSE AECTS(s) to its fully operational condition(s). The Government does not own the technical data rights; therefore, the offeror must be able to obtain any and all technical data rights from the AECTS Original Engineering Manufacturer (OEM). Testek is the only firm with the knowledge, experience and proprietary data required to fulfill the requirements for sustaining support of the AECTS. Testek has the required knowledge of the AECTS and an outstanding history of satisfactorily performing similar type work within budget and on schedule. Testek is the only known source with the capabilities and resources available to perform this effort. The Government intends to procure the above items under the authority of 10 USC 2304 (c) (1), FAR 6.302-1. The Government anticipates the award of a Five (5) Year Firm Fixed Price Basic Ordering Agreement (BOA). This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses must be received no later than 7 October 2008 (3:00 p.m. Eastern Time).
