Description
The Government intends to issue a solicitation on about 07 Oct 2008 for the overhaul of the B-52 and KC-125 Aircraft Gate Value Assembly. "This notice of intent does not in itself represent the issuing of a formal request for proposal and is not intended to be taken as such." The contractor shall provide all the necessary materials, labor and equipment required to complete disassembly, cleaning, parts inspections, reassembly and testing and finishing actions required to return the Gate Valve Assembly NSN: 4810-00-325-0646FG P/N 135675 and/or 10-30326-2 and NSN: 4810-00-087-5175FG P/N AV16B1632A1 to a like new condition. A multiple award three year IDIQ contract consisting of a base year and two one year option is contemplated. The anticipated Best Estimated Quantity (BEQ) per year is 75ea/min and 900ea/max with a delivery schedule of 92 each 30 days After Receipt of Order (ARO). BEQ per year only applies to basic contract and any options that Government wishes to exercise via signed modification from the Government Contracting Officer. Contractor shall begin production even if all reparable quantities on delivery order have not been received. If multiple awards are made, any future orders that may be placed will be issued per AFFARS clause 5352.216-9000 and its ALTERNATE I (JUN 2002) as prescribed by AFFARS 5316.506 "Solicitation provisions and contract clauses". Subsequent delivery orders awards are to be competed among awardees based on the following criteria: Quality - Valid Quality Deficiency Reports & Item improvement such as 202s are evaluated Relevant Past Performance - Delivery of final product and system reporting (CAV AF). Price - Safe, fast delivery and visibility of US Air Force assets is required, the overhaul prices is an important factor when awarding subsequent delivery orders. Prequalification of sources is essential to maintain high quality and maximum operational safety. The requirements of FAR 9.202(a) apply. Sources must be qualified prior to being considered for award. Qualification requirements are set forth in the OC-ALC Source Approval Information Booklet. Interested vendors that have not been previous approved for this acquisition must submit a Source Approval Request to Joe Roop. As prescribed in FAR 9.202(e) The contracting officer need not delay a proposed award in order to provide a potential offeror with an opportunity to demonstrate its ability to meet the standards specified for qualification. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). (c) If resolution cannot be made by the contracting officer, concerned parties may contact the Center/MAJCOM ombudsmen, (405) 736-3273. Concerns, issues, disagreements, and recommendations that cannot be resolved at the MAJCOM/DRU level, may be brought by the concerned party for further consideration to the Air Force ombudsman, Associate Deputy Assistant Secretary (ADAS) (Contracting), SAF/AQC, 1060 Air Force Pentagon, Washington DC 20330-1060, phone number (703) 588-7004, facsimile number (703) 588-1067. (d) The ombudsman has no authority to render a decision that binds the agency. (e) Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the Contracting Officer.
