Description
Sources Sought for: National Security Technologies (NSTec) manages operations at the Nevada Test Site (NTS) and its related facilities and laboratories for the U.S. Department of Energy (DOE), National Nuclear Security Administration/Nevada Site Office (NNSA/NSO). NSTec is responsible for the NNSA/NSO telecommunications systems. More than two-thirds of the NSTec's employees work in Las Vegas, North Las Vegas (NLV), or at the NTS (located 65 miles north of Las Vegas). NSTec has remote offices in Livermore, California; Los Alamos, New Mexico; Santa Barbara, California; and Andrews AFB, Maryland. Communications capabilities are a critical issue in the support and maintenance of the NSTec's projects. A telecommunications infrastructure is in place to service the level of requirements specified within this document. The current environment for the NTS complex includes a Nortel communications server CS‑2100 at the core of the telephony system with a Nortel SL 100 networked to the CS‑2100. The infrastructure consists of the SL100/CS‑2100 switch and subtended Private Branch Exchange (PBX), Cisco Call Managers, microwave system, portable microwave systems, NTS Synchronous Optical Network (SONET), copper and fiber optic cable plant, and voicemail. The bulk of the users operate on either analog or digital phones. Currently, there are approximately 400 users directly operating off the CS‑2100 using Nortel Internet Protocol (IP) telephony. Users at the NTS are connected through Remote Line Card Module (RLCM) units back to the SL100/CS‑2100 at the NLV site. There are approximately 100 users at the NTS that have telephony services via Cisco call management connections. Other locations in the Las Vegas area use various options of the Nortel Meridian 1 systems, while three of the remote locations have a Nortel CS‑1000 installed and the fourth has a Nortel Norstar system. Detailed descriptions of each system are included in Appendix A of the Scope of Work. The purpose of this subcontract is to manage, maintain, and upgrade the current telecommunications infrastructure, while meeting all NSTec security restrictions and safety requirements. Provisions of this subcontract include base subcontract services and additional services that are beyond the scope of the base subcontract. These additional services are directed as either billable Telephone Service Requests (TSRs) or as Task Orders. The services provided under the base subcontract are described in this Scope of Work (SOW). Providing adequate comprehensive system monitoring, equipment maintenance and repair is essential. Another important aspect of this subcontract is project management for identified tasks, initiatives, and projects. The Subcontractor shall provide project management and supervision of telecommunications operations described in this SOW. The Subcontractor is responsible for ensuring that all of the requirements of this SOW are met, including: •· Industry-accredited engineering design, performance and capacity analysis, and implementation of NSTec approved recommendations •· Daily maintenance and operations of the telecommunications systems, voicemail, cabling and networks •· Work order processing through TSRs (Telephone Service Requests) •· Warehouse operations •· Service Center operations •· Personnel/staffing management including management of lower-tiered Subcontractors •· Monthly performance and service-level metric reports •· Housekeeping of all equipment rooms, closets, and work areas related to the activities of this subcontract •· Property Management Subcontrat phase in/phase out services as required
