- PRESOLICITATION NOTICE: The VA National Acquisition Center will issue Request for Proposal (RFP) VA-797-08-RP-0135 for the Department of Veterans Affairs (VA), for Blood Pressure Monitors. Estimated annual usage is 237,500. The following specifications are required. 1). Automatic upper extremity blood pressure monitors to be used approximately 5 times per day. Automated means user completes one operation (i.e., pressure button). The unit automatically inflates, deflates, and displays the blood pressure. 2) LCD or LED read out window displays systolic and diastolic blood pressure in mmhg with pulse beats per minute. 3) Readout number should be at least 3/8 inch or larger, 4) Unit is battery operated which is included with it. 5) Arm cuff should be well marked with a symbol for placing sensor on the brachial artery, 6) Cuff size indicator is imprinted on the cuff, 7) Arm cuff size should fit arm sizes 18cm to 52 cm that range in user arm size range from small, medium, large and extra large, 8) Latex free, 9) Unit has a memory function and can store and retrieve at least 30 readings, 10) Memory must record date and time stamp each result, 11) Ability to detect and compensate for irregular heart beat, 12) Monitors must be clinically validated by AAMI and BHS standards and 13) Monitor must come with carrying case. The contract period will be for one base year plus four one-year option periods. The contract items will be distributed through the VA only. If the offeror is not the manufacturer, a signed agreement between the offeror and the manufacturer must be submitted with the offer and remain in effect for the duration of the contract period including the option years. Solicitation number VA-797-08-RP-0135 will be electronically issued in commercial item format in accordance with FAR Part 12 on or about October 14, 2008 with a closing date of 30 days from the solicitation issuance date.
