- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are not being requested and a written solicitation will not be issued. This is a Request for Quote (RFQ) issued under solicitation number RFQE005906. This solicitation is under the Simplified Acquisition Procedures (SAP). This will be a Firm Fixed Price Contract. The Northern Industry Classification System (NAICS) code for this acquisition is 334111. The Small Business Size standard is 1,000 employees. This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-26. The Federal Bureau of Investigation intends to negotiate on a sole source basis with Dynamic Technologies dba Ocean Systems. This acquisition is being advertised on a sole source basis in order to be compatible with existing manufactured items (currently of Dynamic Technologies dba Ocean Systems) owned by the FBI. The equipment will be used to update the Video Forensic Analysis Systems. The proposed contract action is for product and services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested parties may identity their interest and capability to respond to the requirement by submitting a quotation to include product/functional specifications/descriptions and pricing. This notice of intent is not a request for competitive proposals. However, all data received within the timeframe specified after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract base upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The requirement is as follows: 4 each of AV Storage - 500 GB SATA300, 7200RPM (1 TB Video storage), 4 each of 19 IN LCD Flat Panel, 2 each of Color Miltiformat Monitor, NTSC/PAL and Component, 2 each JVC S-VHS TBC & Jog/Shuttle, 2 each of PHOTOSHOP CS3, 6 each of Base Assurance, Avid Xpress Pro (9AM-7PM EST only), 2 each of Kodak Printer 6850, Photo Quality, 6" Wide (4x6" & 6x8"( Dye sublimation Printer, 2 each of Kodak Ektatherm 6800/6850 6R Print Kit (6x8" of 5x7" 375 prints) for Kodak Photo Printer 6800 & 6850, 2 each of DAC Quick Enhance AS (dTective users) Forensic Audio Filters (Hum Filter, Deconvolver-Echo Filteretc, Dynamic Noise Reductions, 10 Band EQ, Auto Gain Control) Including DAC Phone support FBI version, 2 each of Ocean dTective Total care (2 nd /3 rd year) 800# dTective Phone Support and free dTective upgrades plus Parts and Labor Support with Onsite Option: Parts and Labor including Internal CPU Components, Power, RAM, Motherboard, CDROM, Int Drives (Discounted Bundled Price-must be purchased in 1 st year system warranty), System includes 1 year of 800# support for dTective software and upgrades to dTective software during the first year, 5 each Ocean Rackmount, WINXP - 2x Dual Core Xeon 3.0Ghz Processors, 3GB FBDDR2 RAM, 250 HDD SATA WINXP, DVDRW, FX3500 512MB video card, NIC IEEE, Firewire 1394b (FW800) card FDD, Rails, 1 yrs 800# Support, Parts and Labor warranty (furniture not included), 5 each Atto ULD5D SCSI Card, and 10 each of Storage-500GB SATA300, 7200PM (1 TB of internal storage per system). The place of performance will be Quantico, VA. The following provisions and clauses are applicable to this acquisition: FAR Part 52.212-1, Instructions to Offerors-Commercial, (JAN 2005), FAR 52.212-4, Contract Terms and Conditions-Commercial, and 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executives Orders - Commercial Items, (JAN 2005).
