- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested, a written solicitation will not be issued. Reference number M67854-08-Q-7063 is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-26. This RFQ has four (4) line items. The line items being procured for the Joint Non-Lethal Weapons Directorate (JNLWD), Quantico, VA are as follows: CLIN 0001 Qty eight (8) each FN303 Launcher, Product Code 48001 or equalCLIN 0002 Qty eight (8) each FN303 Magainze with Cover Clips, Product Code 48188 or equalCLIN 0003 Qty eight (8) each FN303 Launcher Air Bottle, Product Code 48043 or equalCLIN 0004 Qty one (1) lot Delivery FOB Destination to the JNLWD, 3097 Range Road, Quantico, VA 22134 Payment terms: Net 30 days. The following provisions and clauses are hereby incorporated: FAR 52.212.1, Instructions to Offerors. Multiple offerors and awards are hereby deleted from this solicitation. All quotes must be for all items, as stated, partial quotes will not be considered. Award will be made to a single vendor. FAR 52.212-2, Evaluation of Commercial Items applies. Price is the only evaluation factor. Addendum to Paragraph (a), The Government will award a purchase order resulting from this RFQ to the most responsive, responsible offeror whose offer represents the BEST VALUE to the Government in terms of the following factors in descending order, Technical capabilities and Price: Offers will be evaluated for completeness, reasonableness and competitiveness. An offeror's proposed price would be determined by multiplying the quantities identified in the pricing schedule by the proposed fixed unit price by contractor line item number to confirm the extended amount. The Government reserves the ! right to enter into an agreement with other than lowest offeror. The Government intends to enter into an agreement without discussions, nevertheless, the Government may communicate with an offeror in order to clarify or verify information submitted in its offer. FAR 52.213-3, Offeror Representations and Certifications - Commercial Items applies to this acquisition and there is not addenda to this provision. FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items applies to this acquisition. All offers will be submitted to Peggy.L.Smith1@usmc.mil no later than 2:00pm EST on September 29, 2008. It is the vendor's responsibility to monitor the NECO system for amendments issued in reference to this requirement. All Contractors who provide goods/services to the DOD must be registered in the Central Contractor Register (CCR). Online Certifications and Representations is also required http://orca.bpn.gov. Failure to comply with ORCA registration may deem offeror ineligible for award.
