- The Naval Air Warfare Center, Aircraft Division, H-1 Light/Attack Helicopter Program Office PMA276 has a requirement for Program Management Support Services for the H-1 platform in various stages of it’s’ acquisition life cycle, from development to sustainment. The applicable NAICS Code for this requirement is 541330 and the Federal Supply Code is R408. PURPOSE OF NOTICE: This is a notice that NAVAIR anticipates releasing a Request for Proposal under solicitation number N00421-08-R-0096. PMMAC identification number is PM-PMA276-02. This is restricted to 8(a) companies. The Government is not obligated and will not pay for any information received from potential sources as a result of this notice. SOLICITATION: The solicitation requesting from Request for Proposals will be posted on the NAVAIR web site http://www.navair.navy.mil/doing_business/open_solicitations/. Estimated release date is 1 October 2008. It is the potential offeror’s responsibility to monitor this site for release of any solicitation, amendments and answers to any questions. Telephone inquiries will not be accepted. It is the Governments intent to award a Performance Based single hybrid Cost-Plus-Fixed-Fee (CPFF) and Firm Fixed Price (FFP) contract to the offeror who provides the best overall value to the government, cost and non-cost factors considered. Paper copies of the solicitation or amendments will not be mailed. INCUMBENT: This action is a follow-on to a Program Management Multiple Award Contract (PMMAC) contract N00421-04-D-0058, task order 0003. The incumbent contractor is Advanced Systems Management Solutions Joint Venture LLC, 1600 Tysons Blvd., McLean Virginia 22102-4865. PERFORMANCE LOCATION: The majority of the services to be performed herein shall be performed at Patuxent River, Maryland; approximately 18% shall be performed at the Pentagon in Washington, DC. PERIOD OF PERFORMANCE: The Period of Performance is estimated to be one base year plus four one-year options with performance commencing approximately 1 January 2009. The estimate total level of effort is approximately 107,520 man-hours over the five-year period; approximately 21,504 man-hours per year. RESPONSE DEADLINE: This office will email a notification of release of the solicitation and any amendments to all prospective offerors that submit a request to register for this information.
