- This publication constitutes a Broad Agency Announcement (BAA) as contemplated in Federal Acquisition Regulation (FAR) 6.102(d)(2).A formal Request for Proposals (RFP) and/or other solicitations regarding this announcement will not be issued. The Naval Air Warfare Center in conjunction with the Office of Naval Research (ONR) is soliciting proposals for the development of high technology components and applied research for solid rocket motor components and systems of components. The program seeks to develop and demonstrate new and innovative technology for solid rocket motors in order to expand the operating envelope of current Counter Air (CA) platforms. It is the intent of this program to expand the current state-of-the-art of solid rocket motor technology suitable for use in the AIM-120 +5 Advanced Medium Range Air to Air Missile (AMRAAM) System. It is anticipated that a total of $9.5M will be available for this program over a five year period, subject to appropriation and approval by ONR. This program seeks to develop innovative, efficient, and cutting-edge technology for use in solid rocket motors used in the AMRAAM system. The technologies developed should improve current system performance of the solid rocket motor used on the AIM-120 Missile System. The full-scale demonstrations for this effort will be heavyweight static tests, flightweight static tests and Insensitive Munitions (IM) tests, and flightweight ground-launched flight tests. The technology developed should be well characterized and suitable for a Technology Readiness Level (TRL) of 6 by the completion of this effort. TRL of 6 for this program is defined as a flight demonstration of a prototype rocket motor with the developed technologies integrated into the prototype motor. The flight demonstration will be ground launched, and it is the intent of the government to provide the mechanical integration requirements prior to the invitation of development teams to submit full proposals. The rocket motor components shall be defined as all the components and sub-systems necessary to operate the motor, except for electrical power used to initiate the igniter. Individual technologies should address such areas as nozzles and nozzle materials, insulation materials, pulse motors (lightweight elastomeric and rigid barriers), increased energy propellants, high volumetrically loaded grain designs, hazard classification mitigation, ground-launched flight test (hardware and software), and composite cases including attachment points. Materials characterization, manufacturing techniques, and mandrel design may be included in the program to the extent that they apply to the platform intended. Efforts for this program should focus on the development of component hardware to expand the current state-of-the-art of rocket motor technology, however, the government is also interested in analytical techniques and modeling methods that expand the current envelope of existing analytical methods to predict rocket motor performance. The Naval Air Warfare Center Weapons Division (NAWCWD) will not issue paper copies of this announcement. NAWCWD reserves the right to select for award all, some or none of the proposals in response to this announcement. NAWCWD reserves the right to fund all, some or none of the proposals received under this BAA. NAWCWD provides no funding for direct reimbursement of proposal development costs. Technical and cost proposals (or any other material) submitted in response to this BAA will not be returned. Awards will be in the form of contracts. Therefore, proposals submitted as a result of this announcement will fall under the purview of the Federal Acquisition Regulations (FAR).
