- The Department of Veterans Affairs, VA Pittsburgh Healthcare System (VAPHS) intends to award a sole source contract to Hemedex Inc. 222 Third Street, Cambridge, MA 02142 for the purchase of Bowman Perfusion Monitor Model 500 devices (3), QFLOW 500 Probes (3+) and Fixation Devices (3+). To support needed VAPHS requirements, the Bowman Perfusion Monitor, Model 500, is the first commercially available device that monitors tissue blood flow continuously at the capillary level in real time and absolute units of ml/100g-min. The Bowman Perfusion Monitor utilizes a proprietary thermal diffusion technology through its minimally-invasive, QFlow 500 Probe, which physicians can implant in any target soft tissue. To the best of our knowledge it is the only commercially available device that performs these functions. Prior to the Bowman system, the ability to get continuous, real time perfusion measurements in absolute units (ml/100g-min) did not exist. These measurements are a long sought after and important parameter in understanding and managing critical medical situations. Data from the Bowman Perfusion Monitor allows physicians to develop and implement effective treatments quickly, creating the potential to improve patient outcomes and lower costs The sole source acquisition is enacted in accordance with existing authority under FAR 6.302-1. The period of performance will begin on 30, September 2008. The North American Industry Classification System (NAICS) codes for this acquisition are 339112 with a small business size standard of 500 employees. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Responsible sources interested in this procurement shall submit on their company letterhead a statement, which contains clear and convincing information identifying their capabilities to provide the service. No solicitation document is available and telephone requests will not be honored. Interested parties may identify their interest and capabilities in writing no later than 1:30 pm local time, September 29, 2008 to Phil Crichlow, via email at Philmore.CrichlowJr@va.gov or mail information to VA Pittsburgh Healthcare System (90C-H), Attention, Phil Crichlow, 7180 Highland Drive, Pittsburgh, PA 15206. Inquiries will only be accepted in writing by email or mail to the addresses provided. If no responses are received, the VA Pittsburgh Healthcare System will proceed with sole source negotiations with Hemedex Inc.
