- NOAA's Marine Operation Center has a requirement for dry dock repairs to the NOAA ship MILLER FREEMAN. The contractor shall provide all facilities, supervision, material, and labor necessary to perform modifications, repairs, and preservation to the NOAA ship MILLER FREEMAN. The mooring and dry docking shall be accomplished at the contractor's facility. Performance of work is tentatively scheduled to begin in early December, 2008 and be completed no later than the end of January, 2009, with specific period of performance dates to be announced at the time of the issuance of the solicitation. This procurement is a 100% small business set-aside. The NAICS code for this procurement is 336611 and the size standard is 1,000 employees. The work consists of approximately 20 basic items, and 10 option items, any of which are subject to change at the Government's discretion upon issuance of the solicitation. BASIC REQUIREMENTS include, but are not limited to: General Requirements for Work and Temporary Services; Provide ABS Special Survey; Accomplish Dry Docking and Undocking; Accomplish Underwater Body Preservation; Anchor Chain Inspections and Service; Repair Sea Valves; Inspect and Repair Rudders; Controllable Pitch Propeller (CPP) System and Propulsion Shafts Inspection and Repair; Miscellaneous Steel Repairs; Cathodic System Inspection; Fathometer, Speed Log, and 12 KHz Transducer Replacement; HVAC and Galley Exhaust Cleaning; Port and Starboard Aft Crane Repairs; Relief Valve Inspections and Re-calibration; and Hull and Topside Preservation. OPTION REQUIREMENTS include, but are not limited to: Top End Overhaul of Ships Service Diesel Generator #2; Inspection and Repairs of Evaporative Distillers; Chemical Lab Deck Repairs; Galley Door Magnetic Hold Backs; Stack Deck Hole Repairs; Reach Rod Repairs; Replace all Main Engine pyrometer sensors and re-calibrate the Pyrometer digital reader; Main Engine Lube oil cooler cleaned and hydrostatic tested and re installed; Bilge suction line Inspection and Cleaning of from Sonar Void back to Suction Manifold in engine room; and Engineering Control Room Gages Calibrated. General Vessel specifications: Length (LOA): 65.5 m (215 ft.); Breadth (moulded): 12.8 m (42 ft.); Draft, Maximum: 6.4 m (20.0 ft.)(with Centerboard up); Draft, Minimum: 9.8 m (32.0 ft.)(with Centerboard down); Hull: Welded Steel; Displacement: 1,920 tons; Gross Tonnage: 1,515; Net Tonnage: 680. The vessel will be available for pre-bid inspection in Seattle, WA during the week of October 27, 2008. A pre-bid inspection can be arranged by contacting the Contract Specialist at the e-mail address provided below. All responsible and fully responsive sources may submit a bid which will be considered by the Agency. Any resulting contract will be awarded as a firm-fixed price contract.
