Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A QUOTE. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND QUOTES WILL NOT BE REQUESTED. The National Institutes of Health intends to issue a purchase order on a sole source basis with: The World Health Organization., Geneva, Switzerland. No solicitations exist for this requirement. The service is commercial as defined in FAR Part 2. The total contracted dollar amount will not exceed the Simplified Acquisition Threshold; therefore it will be procured under FAR 13.106. It is believed that The World Health Organization is he sole source for this requirement under the authority of FAR parts 13.106-1 (b) and FAR Subpart 6.302-1. The World Health Organization in conjunction with the Sloan-Kettering Foundation and the NIH Office of Biotechnology Activities (OBA), is sponsoring a meeting. Due to the location, it would be cost prohibitive for OBA to use its existing logistical support contractor for such a task since it would require oversees coordination with the WHO and providing travel and per diem cost for a contractor to be onsite. A Statement of Work is attached to this notice. The North American Industry Classification System is 541720 and the size standard is $7,000.00. This notice of intent is not a request for competitive quotes preparation. No solicitation document exists. Any firm that believes it can provide the stated capability within the established time frame is invited to submit written notification to the Contract Specialist by September 29th, 2008 at 1pm EST. Supporting evidence must be furnished in sufficient detail to demonstrate the firm’s ability to provide the stated capability. Information can be sent to the Contract Specialist, Aleise Roberts at aleiser@od.nih.gov. No telephone request will be accepted. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, NIH will proceed with the sole source purchase order.
