While price will be a significant factor in the evaluation of offers, thefinal contract award decision may be based upon a combination of price andpast performance factors as detailed in the solicitation. The proposed contract is 100% set aside for small business concerns An Ombudsman has been appointed to hear concerns from offerors or potentialOfferors during the proposal development phase of this acquisition. Thepurpose of the Ombudsman is not to diminish the authority of the programdirector or contracting officer, but to communicate contractor concerns,issues, disagreements, and recommendations to the appropriate governmentpersonnel. When requested, the Ombudsman will maintain strictconfidentiality as to source of the concern. The Ombudsman does notparticipate in the evaluation of proposals or in the source selectionprocess.
