- The National Heart, Lung, and Blood Institute (NHLBI), requires the services of a contractor to serve as the Administrative Coordinating Center (ACC) for a project entitled "Global Health Activities in Developing Countries to Combat Non-Communicable Chronic Cardiovascular and Pulmonary Diseases". The ACC will provide administrative support to 8 - 12 Centers of Excellence (COE) in developing countries. The nature of this program is to combat non-communicable chronic cardiovascular and pulmonary disease (CVPD), in developing countries, by enabling clinical research infrastructure development and research training and by conducting research of new or improved approaches, programs, and measures to prevent or treat chronic CVPD. The COEs to be awarded in developing countries, will be awarded under a Broad Agency Announcement. Specific services required under this contract include: communications, information collection and tracking, cataloging of program tools, identification and assessment of outcome measures and program statistics, preparation of reports, and logistical meeting support as required by NHLBI in collaboration with the COE investigators/staff, Scientific Advisory Board, Data Safety and Monitoring Boards (DSMB), collaborating universities, global health organizations, non-government organizations, corporations, foundations, and other NIH Institutes and Centers. The ACC will facilitate the initiation and growth of the program. It is anticipated that one cost reimbursement contract award will be made for a period of six years beginning on or about June 8, 2009. The solicitation will be made available electronically on or about September 25, 2008 and may be accessed through the Internet at the following address: http://www.fedbizopps.gov. Proposals will be due on or about November 13, 2008. Offerors are responsible for downloading their own copy of the solicitation and amendments and for routinely checking the Internet site for any possible solicitation amendments that may be may be issued by the Government. This advertisement does not commit the Government to award a contract.
