- Description
- The Department of the Interior, Minerals Management Service (MMS) intends to award a Fixed Price type sole source purchase order to the Minnesota IMPLAN Group in accordance with FAR 6.302-1(a)(2), only one responsible source and no other supplies or services will satisfy agency requirements IMPLAN is a widely used, commercial input-output modeling software and data system originally developed by the U.S. Forest Service and the University of Minnesota. The 2007 data will update the economic multipliers in the Outer Continental Shelf (OCS) Economic Impact Model MAG PLAN, which is used for the equitable sharing analysis in 5-year program development, for 5-year and lease sale environmental impact statements, and for similar, more limited, analyses. In addition, the 2007 data will be the first data to incorporate the major, economy-wide revisions based on the 2002 Input-Output Benchmark tables developed from the Economic Census and released late last year. The approach used to design MAG-PLAN was approved by the Associate Director for Offshore Minerals Management prior to development of any MMS OCS Economic Impact Models. MAG-PLAN was designed specifically to incorporate the IMPLAN multipliers; no other vendor offers equivalent data that could be incorporated without a major, and very expensive, modification of the model. The Minnesota IMPLAN Group, Inc., (MIG) develops and maintains both the IMPLAN software and the IMPLAN databases and is the only company authorized to sell either. This notice is not a formal solicitation. This is not considered a Request for Quotation (RFQ) nor is it a Request for Proposal (RFP). No solicitation document is available and telephone requests will not be honored. No purchase order will be awarded on the basis of quotation or offers received in response to this notice. Any response to this notice must show clear, compelling, and convincing evidence that competition will be advantageous to the Government. If no affirmative written response is received, the contract will be awarded without further notice. A determination by the Government not to compete the proposed contract on this notice is solely within the discretion of the Government.
