Description
The Naval Air Systems Command, Persistent Maritime Unmanned Aircraft Systems Program Office (PMA-262) intends to issue a class of orders under Basic Ordering Agreement (BOA) N00421-05-G-0001 with Northrop Grumman Systems Corporation (NGSC), 600 Grumman Road West, Bethpage, NY, through its expiration date of 15 May 2010. It is anticipated that orders will be issued on a cost reimbursement, firm fixed price, or time-and-materials type basis. The proposed BOA orders are for the procurement of supplies and services in support of the Broad Area Maritime Surveillance Unmanned Aircraft System (BAMS UAS) program, that may include, but are not limited to the following: engineering and supportability investigations and studies, including changes to design, capability, and performance relative to Australian unique requirements; demonstrations associated with engineering and supportability investigations; design, manufacture, assembly, and test of breadboards and/or prototypes as required to verify the results of the engineering investigations; Operations Security Program (OPSEC) for items/tasking ordered; repair of repairables (RORs) of breadboards and/or prototypes; FORCEnet and Battle Management, Command and Control capability efforts; additional software builds and supporting documentation deliveries to support in-house analyses and trade studies; collaborate and support in-house Government Modeling and Simulation (M&S) facilities and program office affiliates; and financial, administrative and technical data for items/tasking ordered. This acquisition is being pursued on a sole source basis under the statutory authority 10 U.S.C. 2304(c)(1), as implemented under Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. NGSC is the sole designer, developer, and manufacturer of the BAMS UAS; as such, only NGSC has the requisite knowledge, technical expertise, and technical data package to perform the efforts in the required timeframe. While this notice of intent is not a request for competitive proposals, responsible sources may submit a capability statement, proposal, or quotation in response to this requirement, which shall be considered by the Naval Air Systems Command. Note 22 applies.
