Description

This is a combined synopsis/solicitation for services, non-personal prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This combined synopsis/solicitation is issued as a request for quote # F4D0A18206A006. Submit written offers - quote template provided upon request. Oral offers will not be accepted. All firms or individuals responding must be registered with the Central Contractor Registration (CCR) (www.bpn.gov). This procurement is being issued as a 100% Small Business Set-Aside. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-27 and DFARS Change Notice 20080915. North American Industrial Classification Standard (NAICS) 711130 and Size Standard $7.0 million apply to this procurement. Award is subject to availability of funds. Project Number: F4D0A18206A006 Project Title: Gospel Musician, Vandenberg AFB • Quote shall conform to the CLIN structure as established in this synopsis/solicitation. • A quote template is available upon request. • Quotes shall be valid for 30 days after close of solicitation. • All questions or comments must be provided to the Contract Specialist in writing; telephone and other means of oral communication shall not be permitted. The Contract Specialist is Terri Waywell, terri.waywell@vandenberg.af.mil. STATEMENT OF WORK GOSPEL MUSICIAN VANDENBERG AFB, CA 1. INTRODUCTION: a. Vandenberg AFB (VAFB) is a Continental United State (CONUS) military community with a split population of Active Duty, Reserve, Civil Service employees, retirees, and dependents. The VAFB program has the responsibility of meeting the needs of this diverse community in support of Vandenberg's continuous global space mission. b. The VAFB Chaplain Service staff is composed of chaplains, chaplain assistants, appropriated and non-appropriated fund contractors, and lay volunteers. The programming developed by this staff is implemented in a pluralistic environment and is subject to the standards established by the U.S. Air Force. c. The VAFB Protestant Community is a faith group engaged in meeting the spiritual needs of the VAFB community. The Protestant Community operates an energetic ministry designed to "Our nation's finest Chaplain Service staff delivering and advancing space power for America by glorifying God, honoring Airmen, and serving All." This requires a high degree of coordination and cooperation within the VAFB Protestant Community and with the entire Chaplain Service staff. 2. GENERAL DUTIES AND RESPONSIBILITIES The Contractor agrees to furnish the following described services at the locations, intervals and times specified by the Vandenberg AFB Chapel: a. Provide music and gospel program during worship services for the congregation. b. Work with the chaplain leading the service, Gospel Choir director and other musicians in the selection, preparation and performance of music which relates to the theme established by scripture reading and/or religious season. Special music for listing in the Sunday worship bulletins and/or slide presentation will be turned in to the appropriate personnel no later than noon on Monday prior to the Sunday service. c. Contractor must be able to combine musical ability with a working knowledge of gospel and contemporary Protestant music. d. Contractor will insure that all equipment and/or furnishings is turned off and/or returned to its proper place following services. e. Contractor will wear appropriate clothing when conducting services and rehearsals. f. Contractor will adhere to chapel policy and Air Force regulations when using chaplain funds and facilities in support of music programs. g. Contractor will remain present for the entire time period involved in any rehearsal, performance or worship service contracted. h. Contractor is expected to provide subcontractors who are equally qualified and when prior approval is given by the chaplain responsible for the service. A request for substitution will be submitted at least three (3) days prior to the rehearsal for the particular service. i. Contractor will have music and necessary equipment ready by start time for services and rehearsals. 3. SPECIAL QUALIFICATIONS All applicants must submit a written resume. The Contractor must: a. Must be at least 18 years old. b. Must have experience in accompanying Gospel Choirs. c. Relevant formal training in Gospel Choir accompaniment is desired. d. Must be able to resolve interpersonal conflicts and promote constructive working relations. e. Must be able to communicate clearly both orally and in writing, in English. f. Must provide at least three references, personal and/or professional. g. Must have a HS diploma or equivalent. A Bachelor degree or greater in music performance preferred. h. Must be fully qualified on standard piano, organ, and/or clavinova or lead guitar. Audition by appointment may be held to verify. Validation must be accomplished by 30 SW/HC. i. Must be able to read music and be able to improvise. j. Must be familiar with and capable of playing the full repertoire of worship music including hymns, liturgies, doxologies, call to worships, choral responses, offertory responses, and Gospel religious music. k. Minimum of two years experience as musician in a church environment preferred. l. Able to proficiently accompany choir, choral groups, or solo, for special music during worship services. m. Capable of playing worship music in unison with other musicians. n. Able to work with the chaplain-in-charge of the Gospel Worship Service in providing required musical services. o. Able to work supportively with the Gospel Choir Director during rehearsals and pieces for adult choir specials, solos, duets, and worship services. p. Initiate and complete a successful criminal history background check per DoD instruction 1402.5 and local policy. The instruction states: i. The contractor must ensure its employees have proper criminal history background checks as outlined in the instructions paragraph E6.1 ii. Includes procedures that the contractor must follow to obtain checks for its employees, for example, identify the office where employees report for processing, identify proper forms to be completed, etc. Also, identify the DoD Component for billing purposes, and identify the appropriate security point of contact or installation commander as the authorized recipient of background check results. All pertinent information will be given to the contractor upon award. iii. Employees may be permitted to work before completion of background checks, provided the employee is within sight of an individual who has successfully completed a background check per paragraph E6.2. iv. Employees have the right to obtain a copy of the background check report, whom they should contact for the copy and whom to contact for procedures to challenge the accuracy and completeness of the information in the report. v. Contractor employees who have previously received a background check must provide proof of the check or obtain a new one per paragraph E6.5. vi. IAW paragraph E.6.6 all interested parties are required to answer the following question before being considered for employment: Have you ever been arrested for or charged with a crime involving a child, and, if so, requires a description of the disposition of the arrest or charge. YES_________ NO_________ 4. CERTIFICATION OF SERVICES FOR PAYMENT: The Contractor will submit a monthly invoice to the Wing Chaplain or his/her designee for verification of performance. The monthly invoice will include the dates and times of programs and total due for said month. The Contractor will be responsible for filing any applicable social security, federal, or state taxes. The invoice will be accepted on the 5th after the completion of the service month or the first business day after the 5th if the 5th falls on a weekend. Payment will be made through the Wide Area Work Flow (WAWF). 5. DESCRIPTION OF UNITS OF WORK: A unit of work for this position consists of sixty (60) minutes. A typical workweek will consist of approximately 2.5 hours, but may fluctuate and will normally be determined by the activity/activities necessary to complete the intent of the contract. 6. PERIOD/PLACE OF SERVICE: The period of performance will be 1 October 2008 through 31 September 2009. The contractor will provide approximately 2.5 hours per week, 50 weeks per year for Sunday services. Sunday hours are 1100-1330 and are not negotiable. Contractor is also required to perform up to 50 rehearsals per year. Rehearsals will be weekly. Contractor will be able to provide up to 6 rehearsals and 6 services per year for special services i.e. Religious Holidays, etc. Time and location for each special service will be coordinated by the supervising chaplain with the contractor. The Chapel 1, building 16200 will be the primary place for all services and rehearsals unless otherwise directed by the supervising chaplain. 7. STANDARDS OF DRESS: The Contractor will be neatly attired and well groomed. Business casual for worship, special rites and services, such as funerals, retirements, etc. More casual for rehearsals is acceptable. Shirts must have collars and worn as designed. Cut-offs, shorts, halter-tops, are not acceptable. Any hair length, beards, or mustaches are acceptable, provided it is neat, clean, and properly trimmed. Contractor must act in professional and business-like manner while performing this contract. 8. EQUIPMENT AND SUPPLIES: The Chapel will provide adequate work and storage space, office supplies, and repro support. The contractor will provide any contractor preferred supplies and equipment, to include transportation. 9. SECURITY: The Contractor will comply with all Air Force computer and information security requirements. 10. TERMINATION PROCEDURES: The Contractor may request termination of the contract with 60 days advance notice in writing. The government may terminate the contract at any time. The contract may be terminated by mutual consent of both parties at any time.
