Description
Solicitation for SCIAudio Visual (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 Streamlined Procedures for Evaluation and Solicitation for Commercial Items and FAR 13.106 Soliciting Competition, Evaluation of Quotations or Offers, Award and Documentation., as supplemented with additional information included in this notice. The reference/solicitation number is VA-263-08-RQ-0425 and the solicitation is issued as a request for quotation (RFQ). This announcement constitutes the only solicitation; quotations are being requested and a separate written request for quotations will not be issued. This combined synopsis/solicitation will result in a purchase order. (ii) This acquisition is being conducted in accordance with FAR Parts 12, 13 and 15. Responses to this Request for Quotation are not offers from which an award can be made. Instead, to establish a contract, the Department of Veterans Affairs (the VA) must make an offer that can be accepted by the contractor. The contractor can accept the governments offer by (1) a signed written acceptance of the governments offer or (2) by substantial performance incompliance with the contract. (iii) The provisions and clauses incorporated into this solicitation document are those in effect through Federal Acquisition Circular 2005-24. Provisions and clauses incorporated by reference have the same force and effect as if they were given in full text. The full text of the Federal Acquisition Regulations (FAR) and Veterans Affairs Acquisition Regulations supplement (VAAR) can be accessed on the Internet at http://www.arnet.gov/far (FAR) and http://vaww.appc1.va.gov/oamm/vaar (VAAR). (iv) North American Industry Classification System (NAICS) code is 334310 (size standards in number of employees is 750) applies to this solicitation. (v) The Minneapolis VA Medical Center has the need for Equipment and Installation of Audio Visual Equipment for Library, Computer Room, Conference Room, Day Room, Consult Visitors Room, Multi-Purpose Room, Public Waiting Room, Tel-Med Conference Room, Transitional Apartment for the new Spinal Cord Injury Center.For line items please see attached Scope of Services and Equipment List. Commercial Items, applies to this solicitation and incorporate the following addenda to 52.212-1, 52.216-1, The Government contemplates award of a firm fixed price contract resulting from this solicitation; 52.225-18, Place of manufacture, described more fully in paragraph (xiii) of this solicitation; 52.233-2, Service of Protest (a) Protests, as defined in section 33.101 of the Federal Acquisition Regulation, that are filed directly with an agency, and copies of any protests that are filed with the Government Accountability Office (GAO), shall be served on the Contracting Officer (addressed as follows) by obtaining written and dated acknowledgement of receipt from Suzanne Angelo, One Veterans Drive (90c), Minneapolis, MN 55417. (b) The copy of any protest shall be received in the office designated above within one day of filing a protest with the GAO; 852.233-70, Protest Content. (ix) The provision at FAR 52.212-2, Evaluation - Commercial Items applies to this requirement. The Government will award a firm fixed price contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. (x) The provision at 52.212-3, Offeror Representations and Certification, Commercial Items, applies to this solicitation. The contractor shall either: (1) return a completed copy of this provision with its quote (a copy of the provision may be attained from http://www.arnet.gov/far); or (2) complete the Online Reps and Certs. Application (ORCA) at http://www.bpn.gov and reference it in your quote. (xi) The clause at 52-212-4 Contract Terms and Conditions Commercial Items, applies to this acquisition. CCR information may be found at http://www.ccr.gov. (xiv) The Defense Priorities and Allocations System (DPAS) is not Applicable to this acquisition. (xvi) RESPONSES ARE DUE Monday, September 29, 2008, by 3:00 p.m. central standard time. Scope of Services The vendor shall provide the equipment and all installation of a multimedia projection system for the following: Library, Computer, Conference Rooms Vendor will install an OFE Panasonic XGA projector. The image will be displayed on to a SMART Technologies 77 diagonal interactive whiteboard. Sources to the projector will include wall mounted interface plate with connections for a dedicated computer, DVD/VCR combo, and a 3.5mm input for an accessory audio device. The DVD/VCR combo includes a digital tuner. The digital tuner will work with the planned digital television signal format change in February 09. A Quam shelf will be wall mounted to hold the DVD/VCR combo. Audio reinforcement in the rooms will be accomplished via a pair of SMART speakers mounted to either side of the SMART Board. Source selection and volume control will be done at the wall mounted MLC CONTROLLER. Day Room Vendor will install an OFE 50 flat panel display. A static wall mount will be provided meaning it will not have the ability to tilt. A DVD/VCR combo will be installed in the existing cabinets to the left of the display location. The digital tuner will work with the planned digital television signal format change in February 09. Consult Visitors Room Vendor will provide a universal static wall mount for an OFE (owner furnished equipment) 42 flat panel display with speakers. Vendor will install the display portion of the mount, and secure the monitor to the wall mount. The vendor will provide and install a DVD/VCR combo with built in digital tuner mounted on the existing shelving unit. The digital tuner will work with the planned digital television signal format change in February 09. Vendor will extend the RF connection from the display location to the DVD/VCR. Multi-Purpose Room Vendor will install a Panasonic 5500 lumen WXGA projector. The projector will be mounted in a recessed soffit in the multi-purpose room. The image will be displayed into an OFE 8 x 10 ceiling recessed electric screen. A low voltage controller will be provided to raise and lower the screen remotely, if one is available and when the exact screen model can be confirmed by the client. Sources to the projector will include an OFE dedicated PC and a DVD/VCR combo with built in digital tuner. The digital tuner will work with the planned digital television signal format change in February 09. A 3.5mm audio connection will be provided for connection of an accessory audio device. A logitech wireless keyboard and mouse will be provided for use with the dedicated PC. An XM satelite radio tuner has not been included in this quotation due to the recent merger Sirius and XM. A future tuner that accepts both formats may be available in the near future. Audio reinforcement will be accomplished via four flush mounted in ceiling speakers installed in the Multi-purpose area, and six mounted in the rear seating area. Independent volume control of each area will be accomplished using a wall mounted Crestron control system. A protective cover will be installed over the Creston panel to prevent accidental damage. A single XLR audio output plate will be installed at the rear of the first divisible room that will provide program audio for connection to a video recording device. A Shure wireless lavaliere and handheld mic will be provided for voice reinforcement within the room. The system source equipment will be housed in a portable rack located at the front of the room. A wall mounted plate with a quick disconnect umbilical will allow the rack to be removed when not in use. Public Waiting Room Vendor will provide a universal static wall mount for an OFE (owner furnished equipment) 42 flat panel display with speakers. Vendor will install the display portion of the mount, and secure the monitor to the wall mount. The vendor will provide and install a DVD/VCR combo with built in digital tuner mounted above the display. The vendor will extend the RF connection from the display location to the DVD/VCR. Tel-Med Conference Room Vendor will install an OFE Panasonic projector. The image will be displayed onto an OFE ceiling recessed electric screen measuring 6x8. A single computer interface will be wall mounted on the side wall of the conference room for connection of an OFE dedicated computer. A Logitech Bluetooth keyboard and mouse will be provided for use with the dedicated PC. The interface plate will also contain connections for a DVD/VCR combo with built in digital tuner. A multimedia equipment stand will be provided to house the ancillary electronic equipment. Transitional Apartment Vendor will install a DVD/VCR combo with built in tuner. The digital tuner will work with the planned digital television signal format change in February 09. The player will reside in an OFE credenza. Cabling to the OFE monitor with speakers will be included. Project Training shall be included. The training will be scheduled and completed by vendors sales representative at the end of the project installation. The client will be responsible for providing electrical connections.
