Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The North American Industry Classification System (NACIS) Code for this effort is 336212 with the corresponding Small Business Size standard of 500 employees. The Mission Installation Contracting Command Directorate of Contracting, Fort Bliss, TX 79906 intends to award a firm-fixed price type contract. Requirements are Bumper Pull Command Trailer for the Directorate of Emergency Services, minimum specifications are: I. Trailer Design 1.The trailer is to be a bumper pull model preferably constructed of heavy duty light weight aluminum and shall either be aluminum colored or white; 2. Length of 24 to 28 foot; 3. The Interior shall be Separated by sound proof walls and door into 2 areas, the conference and the command, which should be proportioned in square foot (approx 70/ 30); 4.Entrance to the trailer shall be done by 3 means, a door and a rear ramp to the conference area and a door to the command area. The 2 small doors shall be installed on the curb side. All doors will be keyed alike; 5.Interior and exterior lighting shall be installed as to provide sufficient interior lighting with the option for white / red lighting. 360degree exterior lighting roof and ground; 6. Normal DOT lighting shall be provide for operation of the trailer on the road to include backup lights; 7. Two roof top 120 volt air conditioners shall be provided and mounted above conference and command; 8. Heating system shall be provided by separate electrical heaters sufficient to heat the entire trailer; 9. A ladder shall be provided to the roof for maintenance; 10. Two windows will be provided, one in the Conference and command area; 11. Axles, tires and rims shall exceed the capabilities of handling the weight of the trailer and the added equipment; 12. A 12v power Awning shall be installed on the curb side of the trailer, the length depends on the length of the trailer (minimum 18 foot); 13. A 12KW diesel generator with remote start panel and fuel tank (25-35 gallon) shall be supplied and installed in a manner to minimize noise and vibration; 14.Smoke and carbon dioxide detectors will be installed (combination is OK); 15. LP gas Detector will be installed; 16. One 5 to 10 pound dry chem. Fire extinguisher will be installed; 17. A 50 amp 120/240v power cord shall be provided and the inlet installed on the street side of the vehicle. A power distribution panel sufficient to provide required electricity to installed electrical components shall be provided. Exterior and interior 110v outlets shall be provided. Interior (at least 8) and at least 2 on the exterior. All electrical shall meet or exceed national standards; 18. Two lead acid 12v batteries shall be installed with a 50 amp converter and charger shall be installed; 19. Grommets shall be used where wired pass through any metal; 20. A hydraulic self leveling device shall be installed on the trailer; 21. Bi directional antenna on roof for TV reception. II. - Specialty Interior Design 1. The trailer shall be prewired for voice, data and audio / video and all wires bundled into their own grouping and marked for identification. 2. Two Motorola radios with antennas shall be sent to the vendor who will install 1 in the conference and 1 in comman placed on radio rails. 3. A microwave and small refrigerator shall be provided and installed and secured for movement; 4.The following will l be provided in the conference and in the command area. The vendor will design the square footage as to enhance the work space within the trailer a. Sufficient work stations b.Sufficient overhead cabinets c. Shelves d. Chairs; 5. The following will be provided in the conference and command area. The vendor will design the best practical location of mounting. a. Telephone communication ports (8) which is expandable b. 2 Voice over internet ports installed in conference c.Wireless network capabilities d. Lan cable ports e. High speed satellite internet capabilities f. Two Video monitors (32-42 inch) LCD one installed in conference and one in command g. Bidirectional briefing system, with viewing from the interior and the exterior of the trailer on the curb side under the awning. (48-52 inch) 2. All components shall be constructed with materials that meet or exceed the nation standard to responder apparatus. The period of performance for this award will be one hundred sixty (160) days. Accelerated delivery at no additional cost to the Government is accepted and encouraged. Quotes are due September 29, 2008, 6:00 pm MST. The following provisions apply to this acquisition: FAR 52.212-1, Instructions to Offerors, Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders (Alternate I) with their offer, Commercial Items. In accordance with FAR 52.21205(b), the following clauses also apply: FAR 52.222-3, 52.222-19, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.222-39, 52.232-33 DFARS 252.212-7001 Contract Terms and Conditions Contract Terms and Conditions Required to Implement Statues or Executive Orders Applicable to Defense Acquisitions of Commercial Items. In accordance with DFARS 252.212-7001(b), the following clause also applies: 252.232-7003. The offeror shall include a completed copy of the provision FAR 52.212-3, Offerors Representations and Certification, Commercial Items, Alternate I with their offer. Additional provisions and clauses applicable to this acquisition are as follows: FAR 52.204-7 Central Contractor Registration, FAR 52.232-33, Payment by Electronic Funds Transfer Central Contractor Registration, FAR 52.233-1, Disputes, FAR 52.233-4, Applicable Law for Breach o f Contract Claim, FAR 52.243-1, Changes Fixed Price, FAR 52.246-2, Inspection of Supplies -- Fixed-Price, FAR 52.246-15,, Evidence of Shipment, FAR 52.252-1, Solicitation Provisions Incorporated by Reference, FAR 52.252-2, Clauses Incorporated by Reference, DFARS 252.209-7001, Disclosure of Ownership or Control by the Government of a Terrorist Country.
