Note: This synopsis follows a Sources Sought notice that was released on June 18, 2008 under RFP No. N02-PC-85014-19. Description: The Division of Cancer Control and Population Sciences (DCCPS), National Cancer Institute (NCI), National Institutes of Health (NIH), Department of Health and Human Services (DHHS) intends to award, through open competition, a contract for an Informatics Support Center to the NCI funded Breast and Colon-Cancer Family Registries. To perform the requirements of this contract, the Contractor must demonstrate knowledge of the Breast and Colon-Cancer Family Registries (BC-CFR), particularly the participating sites and the local informatics units. Specific links to this information are included in the RFP. The Contractor must have an understanding of, and comply with NCI Center for Bioinformatics ( NCICB) specifications; be able to provide related technical training and assistance to the BC-CFR participating sites and NCI staff; and provide statistical and study design support to the BC-CFR investigators, their collaborators and NCI. The Contractor must have an established data management and quality control infrastructure, have the expertise and resources to develop software applications requested by NCI as well as the BC-CFR community, receive and aggregate data transmitted from the BC-CFR sites, provide requested data sets to investigators, and have the expertise to develop and maintain a virtual tissue repository system. The purpose of this contract is to secure expert and specific informatics services to a multi-center research infrastructure supporting interdisciplinary research on breast and colorectal cancer, including, but not limited to: (1) continued integration of NCI Cancer Data Standards Repository (caDSR) metadata standards, and Common Data Elements approved by DCCPS; (2) quality control and cleaning of core and ancillary data provided by the BC-CFR sites; (3) maintenance of data available to the scientific community through the BC-CFR for collaborative projects; (4) provision of high-quality datasets to Principal Investigators of BC-CFR approved projects; (5) development and maintenance of a Biospecimen Tracking System; (6) maintenance and enhancement of a Virtual Tissue Repository; (7) provision of statistical methodology and research design support to BC-CFR investigators and NCI; (8) construction and implementation of web-based system to access the BC-CFR summary data; and (9) evaluation and development of software tools as needed. The proposed acquisition will be a new full and open competition for the contract currently held by Research Triangle Institute (Contract No. N02-CN-54406). The NAICS Code is 541512. The NCI intends to award a cost plus fixed fee contract for one base year period of performance on or about March 2009. The contract will include four option years for a total of five years. Request for Proposal (RFP) Number N02-PC-85014-19 will be available on or about October 13, 2008, with a due date for receipt of proposals on or about November 13, 2008.
