Description
The Memphis District Corps of Engineers intends to procure a contract on an unrestricted basis with HubZone price evaluation preference for small business concerns utilizing negotiated procedures. The work will consists of furnishing all plant labor and materials for the construction of Lower Obion River Basin, Ecosystem Restoration, to include semi-compacted levee embankment, drainage swales, well drilling and development, pump installation, fabricating and installing water control structures, clearing and grubbing and disposal of debris aggregate surfacing, establishment of turf, and environmental protection. The project site will include the construction of waterfowl management areas and moist soil units. The contract will be awarded to the Offeror whose proposal conforms to the solicitation and is within a technical/price competitive range as determined by the Contracting Officer and has been evaluated as most advantageous to the Government, all factors considered. All responsive proposals will be evaluated utilizing the following factors which are listed in descending order of importance: (A) Price, (B) Technical Capability and Specialized Experience, and (C) Past Performance. The project site is located in the vicinity of Dyersburg, TN. The magnitude of construction is between $250,000.00 and $500,000.00. The NAICS code for this procurement is 237990, which has a size standard of $33.5 million in average annual receipts. The request for proposal will be issued on or about 14 October 2008 with proposals due on or about 13 November 2008.
