Description

Department of the Air Force, Air Force Reserve Command, 94th Contracting Flight, 1538 Atlantic Avenue, Dobbins ARB, GA, 30069-4824, intends to award a Firm Fixed Price Sole Source contract for Thales MK-20A Instrument Landing System (ILS) optimization as described in the Performance Work Statement (Attachment 1.) Delivery will be NLT 23 Nov 2008. The contract will be awarded to Thales ATM, Inc., Shawnee Mission, KS. Market research was previously conducted and it has been determined this is a sole source requirement. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304 (c) (1), as implemented by FAR 6.302-1 (a), Only One Responsible Source (or a Limited Number.) Product Service Code: J - Maintenance, Repair and Rebuilding of Equipment. NAICS Code: 811213. This is not a request for competitive proposals and no solicitation is available. Interested parties shall contact the POC listed for information pertaining to this requirement. Interested parties may identify their interest and capability to respond to the requirement NLT 10:00am EST on 29 Sep 2008. NO VERBAL REQUESTS WILL BE ACCEPTED. A determination by the government not to compete this proposed contract, based upon responses to this notice, is solely within the discretion of the government. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-27, effective 17 September 2008, The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. FAR 52.212-5 (Alternate I,) Contract Terms and Conditions Required To Implement Statutes Or Executive Orders-Commercial Items, incorporates the following clauses which apply to this acquisition: FAR 52.222-3, Convict Labor; FAR 52.222-19, Child Labor; FAR 52.222-50 (Combating Trafficking in Persons), FAR 52.225-13, Restrictions on Certain Foreign Purchases; FAR 52.232-33, Payment by Electronic Funds Transfer - Central Contractor Registration. FAR 52.222-41, Service Contract Act of 1965 and FAR 52.222-42, Statement of Equivalent Rates for Federal Hires applies. FAR 52.232-18, Availability of Funds applies. FAR 52.247-34 (F.O.B. Destination), DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes of Executive Orders Applicable to Defense Acquisitions of Commercial Items incorporates the following clauses which apply to this acquisition: DFARS 252.225-7001, Buy American Act and Balance of Payments Program; Payment will be made via Wide Area Workflow (WAWF) IAW DFARS 252.232-7003, Electronic Submission of Payment Requests.
