- NASA intends to award a sole-source bridge contract to SGT, Inc. pursuant to 10U.S.C 2304(c)(1), Only One Responsible Source, in support of NASA's Goddard Space FlightCenter (NASA's GSFC) Flight Projects Directorate. This procurement will provide a bridgecontract for a period of up to 6-months from October 28, 2008 through April 27, 2009 andwill have a maximum ordering value to allow sufficient time to finalize contract awardactivities associated with the PAAC III procurement. This bridge contract will allow forperformance on task orders, for modifications to task orders, and for new work until theProgram Analysis and Control (PAAC III) follow-on contract activities are finalized. Thebridge contract and maximum ordering value are necessary in order to ensure programcontinuity and critical mission support and to avoid significant technical andprogrammatic impacts to GSFC. The Goddard Space Flight Center has the responsibility forplanning and managing spacecraft flight hardware systems, ground systems, launchvehicles, and research instrumentation payloads. This responsibility encompasses allphases of project implementation from conceptual studies through definition, design anddevelopment, fabrication, integration, launch, preparation for pre- and post-launchoperations, satellite servicing, data acquisition, processing, distribution, analysis,and archiving. To develop and manage projects (present and future) and to respond to itsassigned responsibilities, GSFC requires contractor services to include planning andscheduling, configuration management, management information systems,documentation/library, general business, and general accounting in support of theplanning, managing, and executing of flight activity in the Flight Projects Directorateand supporting directorates. These requirements depend on the in-depth knowledge of NASAGSFCs systems, management structure, and personnel. An interruption of those tasks,with a new contractor that is unfamiliar with NASAs GSFC environment and the specificrequirements of the PAAC contract, would greatly jeopardize the success of NASA GSFCsimplementation of critical and highly visible Agency programs.The Government does not intend to acquire a commercial item using FAR Part 12.See Note26.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon October 10, 2008. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
