Description
This was previously announced as a market survey on 11 July 2007 under SSC-Charleston Market Survey OCONUS C4ISR System Support MKTSVY 48FEE. SPAWARSYSCEN Charleston is posting a future opportunity for Worldwide C4ISR Systems Support in support of Navy, Joint and Specified Commands. Interested firms are invited to submit appropriate documentation, literature, brochures and references to support that they possess the required specialized experience and capability to meet or exceed ALL the following requirements: Services are required for OCONUS Navy and Joint Command, Control, Communications, Computer, Intelligence, Surveillance and Reconnaissance (C4ISR) systems located at worldwide shore and ship operational commands, centers and facilities. Systems include associated Enterprises, Sensors, Networks, Desktops, Servers, Routers, Communications links including the Satellite links, Internet, NIPRNET and SIPRNET, JWICS and other classified systems. The services to be provided include the following: * Enterprise Management * Configuration Management * Storage Management * Operations Management including local and remote operations * Security management * Help Desk * Training including formal classroom and On-The-Job Training * Equipment, System installation and Removal * Remedial System Support * Procurement of Replacement Equipment * Shipping, Packaging and Transportation For more information on the requirement, a Performance Work Statement (PWS) is attached. All personnel associated with this contract shall be cleared as a minimum at the Secret level. Foreign national employees employed in their home countries shall meet equivalent host nation requirements. Some of the individual task orders issued against this contract may also require personnel having Top Secret (TS) clearances on a case-by-case basis at the Government's request that will consist of a Single Scope Background Investigation (SSBI), and shall be eligible for access to Sensitive Compartmented Information (SCI) information, if required. These programs/tasks include, but are not limited to contractor personnel having the appropriate clearances required for access to classified data as required. Prior to starting work on the task, contractor personnel shall have the required clearance granted by the Defense Industrial Security Clearance Office (DISCO) and shall comply with IT access authorization requirements. In addition, contractor personnel shall possess the appropriate IT level of access for the respective task and position assignment as required by DoDD 8500.1, Information Assurance (PWS ref 2.1.l) and DoDI 8500.2, Information Assurance (IA) Implementation (PWS ref 2.1.m). Any future revisions to the respective directive and instruction shall be applied at the TO level as required. Contractor personnel shall handle and safeguard any unclassified but sensitive and classified information in accordance with appropriate Department of Defense security regulations. The applicable NAICS code for this effort will be 541330 with a size standard of $25M. Government estimate for this effort is $99.9 million. An Indefinite Delivery, Indefinite Quantity, Cost-Plus-Fixed-Fee type contract with a base of one year with four (1) one-year options with two (1) one-year award terms (seven years total) is anticipated. The Government reserves the right to make multiple awards. While this is a follow-on requirement for Worldwide C4ISR System support, information on the current contractor is NOT available. This will be a full and open competitive action. It is anticipated that the Request for Proposals (RFP) will be ready for releasing by 31 October 2008. Any questions relating to this announcement are due 15 days from the date this notice is published. Vendors must watch for the solicitation and any amendments to be posted on FEDBIZOPS and the SPAWAR E-COMMERCE webpage https://e-commerce.sscno.nmci.navy.mil. It is the potential offeror responsibility to monitor these sites for the release of any solicitation or synopsis notice. All potential offerors will be responsible for downloading their own copy of the solicitation and amendments. No paper distribution of these documents will be provided.
