- Description
- The Mission & Installation Contracting Command (MICC), Directorate of Contracting, Fort Eustis, VA, intends to award a contract to purchase a New Collision Avoidance Radar Navigation (CARNS) System II (to include: 1 pc Workstation, 1 pc Enhanced GUI instructor control package with AIS support, 1 pc PC Radar running at IOS, 1 pc Virtual VHF running at IOS, and 1 pc Live VHF tired into Virtual Radio Network; New CARNS II Lab Student Position (to include: 6 pcs Steering Stand, 12 pcs PC Radar w/AIS Deckstand Package, 6 pcs Nobletec ECS Software running on a PC with Keyboard Mounted in a Deskstand Package, and Delivered with a C-Map World Chart Portfolio; 6 pcs Virtual VHF running on PC Radar PC; and 6 pcs, 1-Channel Visual (CSC) with 42 LCD Monitor and Mounts; New CARNS II Lab Installation/Training/Shipping, and Upgrades (include: Delivery, Installation, System Hardware and Software, and Operator and Maintenance Training. Delivery is required 6 months after contract is awarded. This action does not provide for full and open competition. Justification for Other than Full and Open Competition is FAR 6.302-1, 10 U.S.C. 2304(c) (1), only one responsible source and no other supplies or services will satisfy agency requirements. The intended source is Buffalo Computer Graphics and they are the only known source that can provide this proprietary software with all required capabilities within the required timeframe and with no mission impact. Firms that feel they can provide a comparable simulation system within the required timeframe and without impacting the mission are encouraged to identify themselves and provide a statement of their capabilities for consideration by the Government. The Government will consider all inquiries received by 28 Sep 08, 1000 EST. A solicitation will be awarded subject to availability of funds.
