- By way of this Notice and in accordance with the provisions of FAR 6.302-1, the Chicago District, US Army Corps of Engineers, announces its intentions to award a sole source contract to Smith Root Incorporated (SRI) of 14014 NE Salmon Creek Avenue, Vancouver, Washington, for the purpose of acquiring the technical assistance and consultant services of SRI. Under the contract, SRI will be primarily responsible for furnishing product documentation and installing patented element (i.e., pulse generators, control and monitoring system, power and communications equipment, cables, and conduits, and an operational system) at the USACE Chicago Sanitary and Ship Canal Aquatic Nuisance Species Electric Dispersal Barrier IIB. SRI is the only contractor that currently has the technical and management expertise needed to complete the mechanical and electrical systems of the Barrier. To its credit, SRI has a broad knowledge base in Dispersal Barriers. As a sole source provider to the Chicago District-USACE, SRI designed and built Barrier IIA; the proposed Barrier IIB will have identical functions and similar design features as Barrier IIA. The electrical components of these facilities (Barriers IIA and IIB) relate to one or more patents held by SRI, who maintains all licensing rights. As the design of Barrier IIB is developed, it will be critical to consult with SRI to insure that features are consistent with the functioning of the patented electrical components. The period of performance is for approximately nine 9 months. It is anticipated that the resultant contact will be a firm-fixed price contract. This notice does not constitute a solicitation for offers, proposals, etc. However, interested firms may send a capabilities statement NO LATER THAN the close of business on October 18, 2008. Negative responses are requested. Award is anticipated on or about November 18, 2008. This announcement is in accordance with FAR 5.101(a)(1).
