Description
This is a notice of intent of The Louis Stokes Cleveland, Department of Veterans Affairs Medical Center, VISN 10 Contracting Activity, 10000 Brecksville Road, Brecksville, Ohio 44141 to negotiate using sole source procurement procedure prescribed in 13.106(b) with United Plastic Molders, Inc., a small business, for the "Safer" Automatic Wheelchairs Wheel Locks. The wheelchair locks are a patented invention that is attached to a select variety of standard commercial wheelchairs. This unique device uses the occupants weight to automatically locks the wheels of the chair, to prevent roll back, when the individual stands up. This is a one time purchase with no options. The government believes that only one business can satisfy the agency requirements and intends to negotiate with only one source under the authority of 10 USC 2304(c)(1) - available from only one responsible source no other type of supply will satisfy agency requirements. It has been determined that the purchase of this devise separate from the wheel chair is cost prohibitive. It is in the government's best interest to procure the wheel chair with device installed together from the manufacturer. Other persons may identify their interest and capability to respond to this requirement by September 29, 2008. Such capabilities information will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. All information shall be furnished at no cost or obligation to the government. A determination by the government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the government. No solicitation is available at this time.
