- This is a design-bid-build project for the construction of a new Satellite Communications and Operational Control Facility at Naval Communication and Telecommunication Area Master Station (NCTAMS), Wahiawa, Hawaii. The building spaces will provide storage and supply spaces, staging areas training and conference rooms, private offices, general administrative areas, showers/toilets, operation rooms, communications rooms, and equipment maintenance rooms. The facility includes raised floors, mobile high density storage, access control, surveillance, and intrusion detection systems, cooling tower and chiller units, climate control and DDC system, voice/data building information systems, audio/video system, overhead paging system, redundant emergency generators for backup power, redundant uninterrupted power supplies (UPS) for critical loads, air conditioning systems and sub floor plenum air conditioning system, fire alarm and suppression system, integrated with occupant m! ass notification system. Supporting facilities include parking lot, walkways, and sidewalks, curbs and gutters, landscaping, pavement work. Extension and connection to necessary utilities, concrete pads and enclosures, loading/unloading area, security site fencing, entry gate, antenna pad, access road, site lighting, grading and site drainage, site restoration, site signage, removal and abatement of hazard material, extension and connection to necessary utilities and other site improvements as shown in drawings. Other work includes but not limited to: support structures for an elevated Interconnect Facility (ICF) waveguide and cable conveyance system between the Wideband SATCOM Operations Center (WSOC) building and Building 409 and relocation of an existing overhead waveguide. Estimated range is from $25,000,000 to $35,000,000. THE NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE IS 236220 AND AVERAGE ANNUAL RECEIPTS IS $33.5 MILLION OVER THE PAST THREE YEARS. This procurement is UNRESTRICTED. This is a source selection procurement requiring both technical and price proposals. Contract award will be made to the offeror proposing the lowest price technically acceptable proposal. The technical evaluation factors are anticipated to be as follows: (1) Past Performance; (2) Experience; (3) Key Personnel Experience/Qualifications; (4) Project Schedule (5) Past Performance in Utilization of Small Business Concerns; and (6) Participation of Small Businesses. The Request for Proposal (RFP) will be available on or about 28 October 2008. The RFP, excluding the plans and specifications, will be available through the Navy Electronic Commerce Online (NECO) website https://www.neco.navy.mil. The RFP, including the plans and specifications, will! be available through the Federal Business Opportunities (FBO) (http://www.fbo.gov). Hard copies containing the RFP will not be issued. Contractors must register with FBO to obtain access to the solicitation. Registration instructions can be found on the FBO website. Once registered in FBO, the contractor must request access to the solicitation. An email will be forwarded once the contracting office has approved or declined the request. Approved contractors may view and/or download the solicitation and all amendments from FBO. Amendments will normally be posted to the web site http://www.neco.navy.mil. If the amendment contains drawings, the amendment, excluding the drawings, will be posted to http://www.neco.navy.mil. If the amendment contains drawings, the drawings will be posted to http://www.fbo.gov. It is highly recommended that firms register on the NECO website as a planholder as this will be the only planholder's list available. It is the offeror's respon! sibility to check the NECO and FBO website periodically for any amendments to the solicitation.
