- Mission and Installation Directorate of Contracting Fort Leavenworth, KS intends to award a sole-source contract to Panther Games PTY LTD to modify the Panther Games simulation engine (Command Ops) that will provide a low-overhead exercise capability for both single student and/or student group use. This will allow the capability as an in-classroom exercise driver, or a self paced homework tool that is able to address both the kinetic (high intensity) and non-kinetic (stability operations) environments. This effort will provide a site license for all computer systems located at all Command and General Staff Colleges campuses (resident and satellite). This includes system administration, providing acceptable interface and reporting systems that mirror echelon specific instruction, and integration within the colleges curriculum within the classroom. Period of performance will be 12 months from date of award. The Federal Supply Classification (FSC) code for this project is 7030; NAICS code is 541511. Purchase will be made under simplified acquisition procedures under Other than Full and Open Competition as authorized by FAR 6.302-1. This notice is neither a request for competitive proposals nor a solicitation of offers. A determination by the government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Offerors responding to this notice must provide a statement of capability by email to viola.owens@us.army.mil not later than 8:00AM CDT on 29 Sep 08.
