Description
The U.S. Department of Energy (DOE), Office of NuclearEnergy/Radioisotope Power systems (NE-34), is conducting market research to identify sources that have the comprehensive knowledge, skills, capability, and capacity to provide technical support services to assist in the performance of quality, reliability, and operations analyses and other technical activities associated with the design, procurement fabrication, assembly, testing and delivery of radioisotope heat sources and power systems. This announcement is part of market research and responses are sought to meet the overall requirement for implementing the diverse scope of work described in the DRAFT Statement of Work (SOW) contained herein as Attachment A. Two Key personnel will be required to have a DOE Q clearance or equivalent as delineated in Attachment B - Position Descriptions. A current Department of Defense (DOD) Top Secret or other clearance based upon a Single Scope Background Investigation (SSBI) is acceptable if the background investigation is less than 5 years old. Significant travel is required to perform the SOW as identified in Attachment C Travel Requirements. The Government funding for this effort over the past years has averaged between $1.9 million to $2.9 million per year. The estimated annual direct productive labor hours is provided in Attachment D Estimated Level of Effort. The current incumbent contractor performing similar services under DOE Task Order Number DE-AT01-04NE23856 is Orbital Sciences Corporation, located in Greenbelt, MD. Interested sources are invited to submit a capability statement of no more than twenty (20) pages to demonstrate their technical, managerial and business capability to provide the services required by the SOW. The response shall also include : (1) demonstration that the firm has the requisite personnel currently employed by the responding party and will be available to perform the contemplated work; or a letter of commitment from personnel that the responding party intends to use to perform the contemplated work who are not currently employed by the responding party, demonstrating that they will be available to perform the contemplated work; (2) a narrative discussion on the educational and experience qualifications of personnel proposed for the contemplated work compared to the requirements contained in Attachment B - Position Descriptions; (3) demonstration that proposed personnel currently hold a Q access authorization; (4) a copy of any teaming, subcontract, or other agreement between any parties that would be performing the contemplated work as part of a team; (5) a certification that the responding party possesses a facility security clearance and complies with the Foreign Ownership, Control, or Influence (FOCI) program; and (6) project client information for similar work including a brief description of the project and its relationship to this proposed effort; contract or project number; customer point of contact (name, address, and phone number) and the dollar value of the project. In addition, respondents shall provide their corporate socio-economic status (large business, small business service-disabled/veteran-HUBZONE small business, small disadvantaged business; and/or woman-owned small business). All feedback provided will be taken into consideration. Any comments, questions, and suggestions should be submitted separate from the capability statement. THIS SOURCES SOUGHT NOTICE DOES NOT CONSTITUTE A FORMAL REQUEST FOR PROPOSAL OR A PRESOLICITATION NOTICE. This notice is provided as information to the marketplace and is an invitation for an expression of interest and demonstration of capability to perform the anticipated work. The Government will not pay for the provision of any information nor will it compensate any respondents for the development of such information. Firms responding to this market survey must submit their responses via the Department of Energy Industry Interactive Procurement System (IIPS) by 9:00 a.m. on October 23, 2008 to be considered.
