- Description
- The Defense Energy Support Center (DESC), Defense Logistics Agency (DLA), intends to procure on a Full and Open Competitive basis, the production, storage and distribution of Propellant, Rocket Grade Kerosene (RP-1 and RP-2), IAW MIL-DTL-25576E, dated 14 April 2006. DESC requires the offeror to provide all production, materials, supplies, management, tools, equipment and labor necessary for the manufacture of RP-1 and RP-2. Additionally, this procurement will include a requirement for the awardee to become a Defense Fuel Support Point (DFSP) for RP-1 in bulk and drums and RP-2 drums. As a DFSP, the contractor will provide bulk storage, and distribution of Government-owned RP-1 into Government provided conveyances while maintaining product on-specification at all times; and thereby, ensuring that DESC-M has a contingency reserve so that DESC customers have an uninterrupted supply of RP-1. In addition, the contractor should have the capability to fill drums out of DLA owned inventory and distribute and store RP-1 in drums. One contract award is anticipated and it will be a five-year Fixed Price with Economic Price Adjustment (EPA) Requirements-Type contract, with five one-year options. RP-1 bulk, Estimated 10-yr quantity 2,714,000 GL (325,000 GL for period one; 260,000 GL per each period thereafter) NSN 9130-00-543-7429; RP-2 bulk, Estimated 10-yr quantity 60,000 GL (6,000 GL per period) NSN 9130-01-539-9895; RP-2 drum, Estimated 10-yr quantity 4,770 GL (477 GL per period) NSN 9130-01-522-9767. The contract ordering period will be a straight five years from 01 Jan 2009 through 31 Dec 2013, if options are exercised through 31 Dec 2018. Requirement includes a line item for First Article Batch and plant retrofit time (3 months) for new industry entrants to compete. Actual production of product will begin 1 Apr 2009. NOTE TO OFFERORS: A Pre-Proposal Conference will be held one week after solicitation release date, at 9:00 AM, in the New Horizons Conference Room at Aerospace Energy offices, DESC-M, San Antonio, Texas. Offerors will be asked to submit the names and titles of personnel who will be in attendance to the attention of Maria Ng (maria.ng@dla.mil). In addition, offerors will also be asked to submit any advance questions regarding the RFP no later than two working days prior to the conference by 12:00 Noon. Exact dates will be cited on the Solicitation. The anticipated award date will be 31 Dec 2008. The solicitation will be issued on or about 23 Sep 2008 and will be posted to the FedBizOpps web page (http://www.fbo.gov/). A hard copy of the solicitation may be requested; however, only written, e-mailed or faxed requests for solicitation received directly from the requestor are acceptable.
