- THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS OR DRAWINGS AVAILABLE AT THIS TIME. A Market Research is being conducted to determine interest of potential sources. The solicitation number for this announcement will be determined at a later date. The NAICS code for this solicitation is for 236220, Commercial and Institutional Building Construction. The Small Business Size Standard is $31,000,000.00. The intention of this sources sought is to seek and identify responsible sources for Market Research purposes. The Government intends to solicit and award a Design Build Contract for the P-3730 Combat System Officer (CSO) Bachelor Housing at the Naval Air Station Pensacola, Florida. For identification purposes cite solicitation N69450-08-R-0767. This notice of intent is not a request for competitive proposals. It is a request for the capabilities of your firm and design team to act as the PRIME contractor overseeing the entire project. Design and Construct Bachelors Quarters (BQ), 1 + 0 configuration, to house new personnel for Air Force Combat System Officer (CSO) Training. BQ will be constructed to house 202 students. An existing 1960's era VAQ will be demolished to make room for this project. Sustainable design will be integrated into the design, development and construction of the project in order to achieve a LEED Silver level. The new BQ will be a three story brick building with standing seam metal roof to match surrounding new Quarters structures which were based on Building 600's Historical Appearance Standard. It will be required to meet AT/FP requirements in accordance withUFC 4-010-01. Project estimated to complete in 24 months in the price range of $35Million. The solicitation will be formatted as a Letter Request for Proposal (RFP) for a negotiated procurement utilizing the Design/Build selection procedures. The source selection process to be used is Best Value Trade-Off Approach. The Government will not pay for information requested nor will it compensate any respondent for any proposal. Each company must indicate if it is a prime contractor or subcontractor. Respondents will not be notified of the results of the evaluation. However, NAVFACSE will utilize the information for technical and acquisition planning. All proprietary information not to be disseminated in Government documents must be clearly identified. Since this is a sources sought announcement, no evaluation letters and/or results will be issued to the participants. Your response to this sources sought announcement must be received by 6:00 pm Eastern Time Thursday 09 OCT 2008. Please ensure all attachments are limited to 5 MB and email your response to chris.mclaughlin@navy.mil. The final end product of this sources sought will be an electronic solicitation, which can be downloaded from the NECO and FEDBIZOPPS website at https:/neco.navy.mil and http://fbo.gov
