Description
This solicitation is being advertised as an UNRESTRICTED design build acquisition, inviting all qualified firms to submit a technical and price proposal. This solicitation is a source selection procurement requiring both technical and price proposals. Award of a contract is contingent upon receipt of the environmental review for the project. The NAICS Code is 237310 and the corresponding size standard is $33.5M average annual receipts over the last 3 fiscal years. The anticipated scope of work may include, but is not limited to all labor, supervision, tools, materials, and equipment necessary to provide for a 2.8 acre staging area in support of the 25th Infantry Division, including the Stryker brigade. This project will grade and pave 2.6 acres of an open field; rearrange fences and gates to add 0.2 acres. The work includes utility work and construction of an access bridge to the adjacent street. The staging area will allow for material, vehicles, equipment helicopters and containers to be staged, organized and properly identified prior to loading onto ships. Transport ships will be docked at Wharves K10 and K11 for joint forces deployment. The Government intends to issue the RFP on or about October 16, 2008 and intends to hold a one-time site visit approximately 1-1/2 weeks thereafter. The basis of award is to the Offeror whose proposal, conforming to the RFP, provides the best value to the Government, considering both price and technical factors. The technical evaluation factors are anticipated to be: FACTOR A: Past Performance; FACTOR B: Experience and Qualifications; FACTOR C: Management Plan and Project Schedule and FACTOR D: Small Business Utilization. Price proposals will consist of a lump sum pricing structure. When combined, the technical evaluation factors will be considered approximately equal to price. The magnitude of construction is between $1,000,000 and $5,000,000. The entire RFP will be available through the Navy Electronic Commerce Online (NECO) website at https://neco.navy.mil or the Federal Business Opportunities (FBO) website at https://www.fbo.gov. Hard copies of the RFP will not be issued. Contractors must register with FBO to obtain explicit access to the RFP. Registration instructions can be found on the FBO website. Once registered in FBO, the Contractor must request explicit access to the RFP. An email will be forwarded once the Contracting Office has approved or declined the request. Approved Contractors may view/download the RFP and any amendment issued from the website. Amendments will normally be posted to the web site https://www.neco.navy.mil. If the amendment contains drawings, the amendment, excluding any drawings, will be posted to https://www.neco.navy.mil. If the amendment contains drawings, the drawings will be posted to https://www.fbo.gov. Questions and responses, posted as Notices to the solicitation! will also be posted on the NECO website under "Documents, Click here for Additional Documents." It is highly recommended that firms register on the NECO and FBO websites as planholders as this will be the only planholder's list available. It is the Offeror's responsibility to check the NECO and FBO websites periodically for any Amendments or Notices to the RFP.
