The items, estimated quantities and requireddeliveries are as follows: CLIN 0001: NSN: 2840-01-205-0538 NZ, P/N: 4060230; NOUN: SEAL, AIR,AIRCRAFT; Applicable to F100/220 Engine; QTY: 29 ea; Delivery: 29 eachby 31 July 2009. CLIN 0002: First Article Data & Test Plan; QTY: 1 LO; Delivery: 1 LO(Test Plan 30 Calendar Days ARO) & (Test Reports 120 Calendar Days ARO). CLIN 0003: Contractor First Article, one (1) to be expended. Description: LENGTH - 19.80 X WIDTH - 19.80 X HEIGHT 2 X WEIGHT 4.7;MATERIAL: NICKEL ALLOY; FUNCTION: STABLIZES AIR FLOW AT THE 1ST STAGETURBINE. AMC: 1C The approximate solicitation issue date will be: 14-Oct-2008.The approximate response date will be: 13-Nov-2008.The anticipated award date will be: 31 Dec 2008. History: Last buy June 5, 2008, United Technologies Corporation, Qty: 3each. Buyer: Louis Colon, Ph: 405-734-8128; Fax: 405-734-8129;louis.colon@tinker.af.mil Current qualified sources are: United Technologies Corporation (Cage:52661), Authority: 10 U.S.C. 2304(C)(1), Justification: Supplies (orServices) required are available from only one or a limited number ofresponsible source(s) and no other type of supplies or services willsatisfy agency requirements. The proposed contract action is forsupplies in which the Government intends to solicit and negotiate withonly one, or a limited number of sources under authority of FAR 6.302. This is a full and open requirement. All proposals received within 45days after date of publication of this synopsis will be considered bythe Government. A Determination by the Government not to compete thisproposed contract based upon responses to this notice is solely withinthe discretion of the Government. Information received will normally beconsidered solely for the purpose of determining whether to conduct acompetitive procurement. Award will be made only if the offeror, the product/service, or themanufacture meets qualification requirements at the time of award inaccordance with FAR clause 52.209-1. The solicitation identifies theoffice where additional information can be obtained concerningqualification requirements as cited in each individual solicitation. Itis suggested that small business firms or others interested insubcontracting opportunities in connection with the describedprocurement make contact with the firm(s) listed. Specifications,plans, or drawings relating to the procurement described are incompleteor not available and cannot be furnished by the Government. Based on market research, the Government is not using the policiescontained in Part 12, Acquisition of Commercial Items, in itssolicitation for the described supplies or services. However,interested persons may identify to the contracting officer theirinterest and capability to satisfy the Government's requirement with acommercial item within 15 days of this notice. Note: An Ombudsman has been appointed to hear concerns from Offerors orpotential Offerors during the proposal development phase of thisacquisition. The purpose of the Ombudsman is not to diminish theauthority of the program director or contracting officer, but tocommunicate contractor concerns, issues, disagreements, andrecommendations to the appropriate government personnel. When requested,the Ombudsman will maintain strict confidentiality as to source of theconcern. The Ombudsman does not participate in the evaluation ofproposals or in the source selection process.
