- This is a Sources Sought Notice for the following services related to project 503-306, "Move/Expand Rehab Admin/Prosthetics" at the James E. Van Zandt VA Medical Center, Altoona, Pennsylvania. Provide Professional A/E (Architect/Engineering) design services, technical specifications, working drawings, cost estimates, as-built drawings, construction period services, and site visits for Minor Construction Project # 503-306, "Move/Expand Rehab Admin/Prosthetics" at the VA Medical Center in Altoona, PA. The A/E shall provide a design for a construction contract that will construct 8,568 square feet of second floor space as an addition. Rehab Administration will be relocated from its current location on the second floor of main building to the second floor of the new addition. The square footage for administrative space will be 4,632 square feet. Prosthetics will be relocated from its current locations on the 1st, 2nd, and 5th floors of the main building to the new addition. Square footage required for prosthetics will be 2800 square feet and will be located beside Rehab Administration. The 2800 square feet for prosthetics shall also include space for storage. The remaining 1136 square feet of the addition will be used for interdepartmental circulation, building systems, and walls and canopies. The following components will be utilized in the addition to maximize energy efficiency: "HVAC systems will be variable speed and zoned "Lighting will be T5 or T8 "Automatic sensors will be installed on sink, commode, urinal, and paper towel dispensers "Maximum building insulation will be used "The most energy efficient windows available All work is to be completed in Autodesk's AutoCAD Architecture 2009 and MEP 2009 until the 2010 products are available, then all work must be completed using 2010 editions of the products. ALL work is to be completed in 3D. The A/E will be required to certify that the A/E regularly uses the two programs mentioned above and certify that the A/E has completed 3D designs. The A/E offices must be located within a 250 mile radius of the Altoona VA Medical Center in Altoona, PA with exception of any cost estimating consultants used. SF 330's not certifying the requirements of this paragraph won't be considered. Design will be required to have 4 design reviews. The A/E is required to have in their possession and use the above mentioned software. All non drawing info is required to be in Microsoft Word, Excel, and Project formats. The A/E will be required to make a short Power Point presentation of a three page minimum to the Network Capital Asset Manager at the 25%, 50%, and 75% review periods. These reviews will indicate the problem being addressed, the style of the construction being planed, and how it differs from a state of the art facility for the same purpose. Any and all deviations from the submitted space plan for the project and FCA deficiencies the project will resolve, if any, should also be addressed. Prior to soliciting for construction the A/E will be required to certify that the project is designed within budget, the Independent Government Estimate (IGE) is correct, and the bid alternates included comprise 20% of the work designed. All work must be designed within a construction price limit. The A/E must possess strong demonstrated architectural, civil, HVAC, electrical, communications, and safety competencies and adhere to JCAHO requirements/specifications. This requirement is to provide all labor, transportation and supervision necessary to conduct any required field investigations and complete working design drawings. The estimated duration of design is to be four (4) months, with construction period services expected to be one (1) year. The time between completed design and construction start is expected to be between two (2) months and thirteen (13) months. Responses must be received no later than 4:30 P.M. Eastern Daylight Savings Time October 30, 2008. A/E firms that meet the requirements listed above in this notice are invited to submit completed SF 330 Architecture-Engineer qualifications, Parts I and II to the James E. Van Zandt VA Medical Center; Attn: Caroline L. Robinette (10F); 2907 Pleasant Valley Blvd; Altoona, PA 16602. Please note this is not a request for proposal and responses received will be evaluated and the most highly qualified will be compiled on a shortlist of candidates who will be contacted for an interview. Short listing will be based on previous VA and federal government experience and references. Selection after interviews will be based upon the following factors respective of the scope identified above and upon the A/E having qualifications in architectural, communications, HVAC, environmental, civil, and electrical design; construction and general building remodeling and replacement of hospital systems and associated design experience to include; (1) team proposed for the project, (2) proposed management plan, (3) previous experience of team proposed, (4) location and facilities of working offices, (5) proposed design approach for project, (6) project control, (7) estimating effectiveness, (8) miscellaneous experience & capabilities (9) awards and recommendations, and (10) insurance and litigation history. This acquisition is set aside 100% for Service Disabled Veteran Owned Small Business's capable of completing work under the North American Industrial Classification System (NAICS) code 541330. Construction cost for this project is estimated between $2,000,000 and $5,000,000. It is anticipated that a Firm Fixed Price contract will be awarded from the solicitation resulting from this Sources Sought Notice.
