- The Government intends to award a sole source commercial firm-fixed-price acquisition to Strategic Analysis, Inc. This non-competitive action is being issued by the Acquisition Services Directorate under the authority of the Department of the Interior Franchise Fund on the behalf of the Department of Defense, Defense Science Board (DSB). This action is being processed in accordance with FAR 6.302-1, only one responsible source, and solicited in accordance with FAR 13.5, Test Program for Certain Commercial Items. The NAICS for this requirement is proposed as 541611. The DSB is tasked to conduct studies and reviews of a myriad of DoD issues and activities and has been tasked with preparing reports on the applicability of the Biological Surety Program and requires expert administrative, organizational and researching capabilities. The contractor shall prepare a technical and analytical report of previous research done on the subject of developments in biotechnology and attempt to project transition paths from research into current and future defense applications. The contractor shall facilitate meetings of the DSB Task Force, prepare a plan of action, and create milestones with a calendar of events. The contractor shall provide administrative support, provide and maintain security clearance information and facilities for the Task Force, as well as prepare briefings and a final report detailing the findings of the DSB Task Force. Security requirements and time are also factors for consideration. The contractor will be required to readily have access to a Sensitive Compartmented Information Facility (SCIF) should it be required for the completion of this requirement. The contractor personnel shall have Defense Security Service issued clearances appropriate to their duties while performing the duties required under this contract. On an intermittent basis, some support may require a Top Secret/SCI clearance but the majority of work will be at Secret and below. The report due date is December 1, 2008. Due to the time constraints on the Task Force report and the level of security access and specialized knowledge of DSB required, there are no acceptable alternative providers of this service. Strategic Analysis, Inc. personnel already have the required level of clearance, detailed knowledge of DSB operations, and are familiar with the Federal Advisory Committee Act (FACA), the legal framework under which the DSB operates. The period of performance for this effort is from the date of award to December 1, 2008. Interested parties may identify their interest and submit capabilities to the Contracting Officer, Mr. Gregory Ruderman or the Contract Specialist, MS. Cassandra Sterba at 703-964-3505 no later than 2:00 pm EST October 3, 2008. This is NOT a request for competitive quotations. However, all information received will be considered by the Government. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
