- Request for Information: Subject to final approval, The Department of the Treasury's Bureau of the Public Debt (BPD), on behalf of the Department of Homeland Security, Office of Inspector General (DHS-OIG) intends to negotiate a sole-source procurement with American University. Nature and Description of Action: The Department of Homeland Security, Office of Inspector General initiated specialized training for IG professionals offered by PCIE/ECIE OIG Leadership Development through American University. Through this partnership, a specialized, tailored leadership program was developed that consists of 3 separate sessions. When all three sessions are completed, IG professionals will obtain program certification and eligibility for up to nine credit hours toward a Master's degree in public administration from the Key Executive MPA Program at American University. Designated individuals have already completed Session A and are in need of completing the remaining 2 sessions to complete the program in its entirety. As DHS-OIG remains committed to ensuring that designated upper management professionals complete this program, a sole source to American University is intended for this order. No solicitation document is available. The Bureau of the Public Debt will consider all affirmative responses received no later than two days after publication of this notice. Affirmative responses shall be accompanied by sufficient documentation to clearly show the ability to provide the requirement, at terms more advantageous to the Government. A request for more information will not be considered an affirmative response. If no affirmative written response is received that clearly demonstrates the ability to meet all the requirements and that is more advantageous to the Government, we intend to negotiate a sole-source award to American University.
