Description
The Federal Bureau of Prisons, Field Acquisition Office in Grand Prairie, Texas has a requirement to provide electrical and thermal energy produced from renewable sources to assist the Federal Correctional Complex Allenwood, (hereinafter referred to as "FCC Allenwood"), in meeting the requirements of the Energy Policy Act of 2005 and to provide stable electrical and thermal energy costs for the Complex. The proposed Contractor is the County of Lycoming, Pennsylvania, (hereinafter referred to as "County"), which is a political subdivision of the Commonwealth of Pennsylvania. In 1973, the County was granted a Use Permit from the Department of Justice, Federal Bureau of Prisons, (hereinafter referred to as "FBOP"), to utilize a part of the Allenwood Prison Complex land for a solid waste disposal site. The construction of a solid waste disposal facility was completed with the encouragement and support of the Pennsylvania Department of Environmental Protection in order to serve an environmental need in a six county area in central Pennsylvania. The disposal facility became operational in 1978 and has been in continuous operation since that time with essentially no negative experience with respect to FBOP operations. The initial Use Permit was extended in 1998 for an additional 15 year period. The County now proposes to expand its ongoing relationship with FBOP by undertaking what is designated as the "Lycoming County Renewable Energy Project". In this project the County will design, construct, operate, and maintain a landfill methane gas fueled electric generation and thermal generation facility which will provide approximately 81% of the FCC Allenwood electric needs and approximately 96% of the thermal energy needs of the FCC Allenwood at known rates during the proposed 10 year contract period. These proposed rates for electrical and thermal energy are expected to provide stable, predictable energy costs for FCC Allenwood and are expected to save FCC Allenwood substantial dollars over the term of the Agreement. Energy use estimates are based on data supplied by FCC Allenwood. This sources sought synopsis is for the purpose of conducting market research to determine interest and capability of potential sources for this requirement. All information submitted in response to this announcement is voluntary; the Government will not pay for information requested nor will it compensate a respondent for any cost incurred in developing information provided to the Government. Any resulting contract will be a firm-fixed price contract and shall have a performance period of 10 years. All information concerning this requirement will be distributed solely through the General Services Administrations Federal Business Opportunities website at http://www.fbo.gov/. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. All contractors doing business with the Federal Government shall be registered in the Central Contractor Registration (CCR) database. The web site for registration is www.ccr.gov. The North American Industrial Classification System (NAICS) code is 562213 Solid Waste Combustors and Incinerators and the applicable small business standard is $11.5 million. Faith-Based and Community-Based Organizations can submit offers/bids/quotations equally with other organizations for contracts for which they are eligible. Please submit a letter of interest, capability statements and evidence of state or local authority to provide renewable electric and thermal energy utilities by October 10, 2008.
