- THIS IS A SOURCES SOUGHT NOTICE FOR THE FOLLOWING AE DESIGN SERVICES RELATED TO THE PROJECT# 503-307, MINOR CONSTRUCTION, AT THE JAMES E. VANZANDT VA MEDICAL CENTER, ALTOONA, PA. THIS IS A TOTAL 100% SET-ASIDE FOR SERVICE DISABLED VETERAN OWNED SMALL BUSINESSES 1 Provide professional A/E design services, technical specifications,working drawings, cost estimates,as-built drawings, construction periodservices, and site visits for MinorConstruction Project # 503-307,"Expand & Improve BH Clinic" at the VAMedical Center in Altoona, PA. TheA/E will provide a design for a construction contract that will construct 4,063 sf of first floor space with an unfinished basement underneath as an addition to Building 7 for 4,063 of total new finished space and 4,063 sf of new unfinished space. 5,002 sf of first floor space with a partially excavated unfinished basement will be renovated for 5,002 of total renovated finished space and 5,002 sf of renovated unfinished space (the unexcavated portion will be excavated). The complete BH Clinic will be renovated and expanded from its subparts' various locations on Floor 1. A new addition will be built to house the improved and expanded BH Clinic department on the ground floor. HVAC systems will be variable speed and zoned; lighting will be T5 or T8;automatic sensors will be installed onsink, commode, urinal, and paper toweldispensers; maximum bldg. insulationwill be used; and the most energyefficient windows will be installed tomaximize energy efficiency. Temporaryparking will have to be constructedwhile the new addition is built withinpatient parking areas. Newlandscaping and site drainage willneed to be provided around the newaddition. Underground utilities mayneed to be relocated. All work is to be done in Autodesk'sAutoCAD Architecture 2009 and MEP 2009 until the 2010 products are available,then all work is to be done with the 2010 products. "All" work is to be done in 3D. The A/E will be required to certify that the A/E regularly uses the two programs mentioned and certify that that the A/E has completed 3D designs. The A/E offices must be within a 250 mile radius of the Altoona VA Medical Center in Altoona, PA, with the exception of any cost estimating consultants used. SF 330's not certifying the requirements of this paragraph won't be considered. Design will be required to have 4 design reviews. The A/E is required to have in their possession and use the above mentioned software. All non drawing info is required to be in Microsoft word, excel, and project formats. The A/E will be required to make a short power point presentation (3 pages maximum) to the Network Capital Asset Manager at the 25%, 50%, and 75% review periods. This review will indicate the problem being addressed, the style of the construction being planned and how it differs from a state of the art facility for the same purpose, any and all deviations from the submitted space plan for the project and the FCA (Facility Condition Assessment) deficiencies the project will resolve, if any. Prior to soliciting for construction proposals, the A/E is required to certify to the network that the project is designed within budget, the Independent Government Estimate is correct (A/E's estimate), and that bid alternates are included to comprise 20% of the work designed. This means that, if necessary, the project funding could be reduced by 20% of the requested amount and continue to supply a complete, useable end product. All work must be designed within a construction price limit. The A/E must possess strong demonstrated architectural, civil, HVAC, electrical, communications and safety competencies and adhere to JCAHO requirements/specifications. This requirement is to provide all labor, transportation and supervision necessary to conduct any required field investigations and complete working design drawings. The Medical Estimated duration of design is to be 5 months, with construction period services expected to be 1 year. The time between completed design and construction start is expected to be between 2 months and 13 months. A-E firms which meet the requirements in this announcement are invited to submit completed SF 330 Architect-Engineer qualifications, Parts I and II to (90), at the address shown above. This IS NOT a request for proposal. Shortlisting for interviews will be based on (1)Previous VA Experience and (2)References. Selection afterinterviews will be based upon thefollowing factors respective of thescope identified above and upon theA-E having qualifications in architectural, communications, HVAC,environmental, civil, and electrical design; construction; and generalbuilding remodeling and replacement of hospital systems and associated designexperience: (1) Team proposed for this project; (2) Proposed Management Plan(3) Previous experience of Teamproposed for this project; (4)Location & Facilities of workingoffices; (5) Proposed design approach for this project; (6) Project Control;(7) Estimating Effectiveness; (8)Miscellaneous Experience &Capabilities (9) Awards & recommendations; and (10) Insurance &Litigation. THIS REQUEST FOR DESIGN SERVICES IS SET ASIDE 100% for Service Disabled Veteran Owned Small Businesses capable of completing work under NAICS CODE 541310 with a Small Business size standard of $4.5 million. It is anticipated that a Firm Fixed Price contract will be awarded for these services. This notice is subject to availability of funds. NO TELEPHONE QUESTIONS WILL BE ACCEPTED.
