Description
The United States Department of Transportation, Research and Innovative Technology Administration (RITA), Volpe National Transportation Systems Center (Volpe Center), intends to issue a competitive Request for Quotation (RFQ) in accordance with Simplified Acquisition Procedures (SAP), FAR Part 13, to acquire expertise to conduct an extensive field test resulting in a comprehensive evaluation of the current state of the art with respect to self-contained devices attached to the rail and capable of measuring rail force and corresponding neutral temperature continuously for extended periods of time, typically accepted as being five years or more. These devices should be capable of being installed in the field without excessive effort. They should have memory capacity for collecting and storing at least one week?s worth of data, and the collection interval should be at least one recording per every three hours. The contractor shall provide devices that are accompanied by a handheld reading device for reading and downloading the collected data. A complete statement of work will be set forth in the Request for Quotation (RFQ). RFQ issuance will be on or about October 16, 2008. The applicable North American Industry Classification System (NAICS) code for this requirement is 541990 and the small business size standard is $6.5M. The solicitation and any documents related to this procurement will be available on the Fedbizopps website at the following address: http://www.fedbizopps.gov and on the Volpe Center Acquisition Division home page at the following address: http://www.volpe.dot.gov/procure/index.html. Offerors desiring to receive electronic notification of the solicitation's posting and availability for downloading may register at the Volpe Center site. Contractors are warned that when they register to receive solicitations, amendments and other notices, the responsibility for providing the Government with an accurate and complete e-mail address lies with the contractor. The Government will not pay for any information received. NOTE: All contractors must be registered in Central Contractor Registration (CCR) in order to receive award from a DOT Agency. Contractors may access the site at http://www.ccr.gov to register and/or obtain information about the registration process. Additionally, solicitation Representation and Certifications are no longer provided within the solicitation and must be submitted on-line through On-Line Representations and Certifications Application (ORCA). ORCA is a web based system that centralizes and standardizes the collection, storage and viewing of the Representations and Certifications required by the Federal Acquisition Regulations. Potential offerors are highly encouraged to complete the on-line Representations and Certifications at https://orca.bpn.gov. The following notice is provided for informational purposes for Minority, Women-Owned and Disadvantaged Business Enterprises. The Department of Transportation (DOT), Short-Term Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation related contracts. Maximum line of credit is $750,000 with interest at the prime rate, as published daily in the Wall Street Journal, plus 1.75 percent.
