- Description This is only a Request for Information (RFI), No Formal Solicitation Exists for this Requirement. General Information: The United States Secret Service (USSS) is exploring the capabilities of potential vendors to provide an access control system for federal buildings which are protected by the agency. The Secret Service is interested in obtaining information on state-of-the-art, commercial off-the-shelf (COTS) systems which would or could be adapted to satisfy the objectives stated below. If your organization can provide a system with the stated capabilities and features expressed below, please provide via electronic mail (e-mail) or post a response of no more than twenty-five (25) pages regarding your system's specifications, capabilities, and abilities for adaptation to allow the Secret Service to fully comprehend the nature, style and features of such system. Vendors shall submit in their response information to include, but not limited to the following topics: Please provide the following information in your response: - Company name; point of contact(s) with telephone number(s), facsimile number(s) and e-mail addresses, if available. - A brief description of your general knowledge and experience within this technical/operational area with respect to the scope defined below. - A description of your system's technical capabilities and their potential benefit in meeting the objectives of the Secret Service as provided below. Brochures and pamphlets may be provided. If any of these technologies are based on other government projects, please provide the project name and government sponsor information. All respondents shall consider the following Statement of Objectives as the required capabilities and features required by the Secret Service. Any additional enhancements that may be provided should be mentioned in your response as well. The complete solution must consist of separate systems for Visitor and Employee records. Freedom of Information Act (FOIA) requirements dictate employee and visitor records be stored in separate physical databases. Visitor System Prior to Visit 1) Background checks can be performed against visitor information prior to their arrival at the building (Please identify the types of Background checks your solution can perform) 2) Appointment can only be made for a single time at a particular building in a campus environment. 3) On-line system for employees to request visitor appointments 4) Ability to allow only grant/remove permission to employees who are allowed to schedule appointments. 5) Ability to attach scanned documents to the reservation (i.e. tour request form, documentation of meeting, etc) 6) Ability to receive faxed requests 7) Alert feature to notify the system operator of a visitor having multiple appointments scheduled for the same time. 8) Ability to "flag" for review, visitors who have questionable background information 9) Ability to "flag" for review, visitors who are designated as "Do Not Admit" 10) Ability to "flag" for notification, VIP visitors 11) When viewing a single visitor, display all future appointments which are in the system Visitor Access 1) Capture "time of arrival" for each visitor 2) Capture "departure time" for each visitor 3) Prepare a visible pass for each visitor to wear while they are in the building Mobile Ability 1) Ability to track visitors from a mobile workstation in the event of large group tours, award ceremonies, etc. 2) Capture "time of arrival" for each visitor participating in a large event Vehicle Records System can associate vehicles with visitors who may be making deliveries to buildings Record Retention Retain records for Archival Purposes System Redundancy System can recover to a backup server Reporting Capabilities Ability to generate usage reports on the number of visitors and types of appointments. Employee System Issuance of Physical Badge 1) Badges must be color-coded based on the buildings they are allowed access to 2) Can control access to multiple buildings on a campus environment 3) Badges must conform to HSPD-12 standards Access to Facility 1) Employee picture is displayed on a monitor as they walk through turnstile 2) Access records are captured as an employee walks through a turnstile Vehicle Records System can associate vehicle(s) belonging to an employee Record Retention Retain Records for Archival Purposes System Redundancy System can recover to a backup server A. INSTRUCTIONS TO RESPONDENTS After assessing the results of this market survey, the Secret Service will determine whether to proceed with any further evaluation in the future. Based on the responses received to this request for information, a subsequent detailed request MAY be submitted to industry for capability demonstrations and testing purposes. The Secret Service may respond with a questionnaire to ascertain additional information about the system. However, this request for information does not commit the Secret Service to any future acquisition activity. When responding to this RFI, clearly label all proprietary information and any other limitations on disclosure. Please limit your specific narrative response to 25 pages, although this may be supplemented by attachments, sample statements of work, or performance plans and metrics from similar contracts for consideration by the Secret Service. THIS IS REQUEST FOR INFORMATION ONLY AND ISSUED SOLELY FOR INFORMATION AND PLANNING PURPOSES THEREFORE DOES NOT CONSTITUTE A SOLICITATION. IN ACCORDANCE WITH FEDERAL ACQUISITION REGULATION (FAR) 15.201(E), RESPONSES TO THIS NOTICE ARE NOT OFFERS AND CANNOT BE ACCEPTED BY THE GOVERNMENT TO FORM A BINDING CONTRACT. RESPONDENTS ARE SOLELY RESPONSIBLE FOR ALL EXPENSES ASSOCIATED WITH RESPONDING TO THIS RFI. RESPONSES TO THIS RFI WILL NOT BE RETURNED.
