Description
Boxes & Bags for Coeur’d Alene Nursery Solicitation # AG-0281-S-09-0001 NAICC code: 326111 & 322211 Idaho Panhandle National Forests, Coeur d’Alene Nursery, Kootenai County, Idaho. This is a combined synopsis solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation AG-0281-S-09-0001 is issued as a Request for Quotation (RFQ). The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-27. The clauses and provisions referenced in this solicitation can be found in full text form at http://www.arnet.gov/far. This is a total small business set-aside and the small size standard is 500 employees. The North American Industry Classification Code is 326111 (for bags) and 322211 (for boxes). A quotation is requested for three (3) line items. LINE ITEM 1: 11,000 shipping bags, with the following specifications: 2-ply linear, low density, polyethylene, co-extruded heat sealed, pinched bottom bag with dimensions of 28 inches x 14 inches x 38 inches, and 4 mils thickness. Exterior layer to be bright white in color. Interior layer to be reflective silver color. LINE ITEM 2: 10,000 corrugated fiberboard boxes meeting the following specifications: 1) Type – CF, Class-Domestic, Variety – SW, Grade – 200, C-Flute; 2) Style: a) Top flap FULL OVERLAP (FOL), b) 1 inch skip slot on top flap only in location specified on Drawing 1, c) Bottom flap FULL OVERLAP (FOL), d) Perforated (punch out) oblong handle hand hold 3 ¼ inch width x 1 inch height, centered and positioned 3 inches from the top of the box. Punch-out shall be left in the hand hold (NOT PUNCHED OUT); 3) Inside dimensions: a) length shall be 27 ½ inches, b) width shall be 13 inches, c) depth shall be 12 ½ inches; 4) Both inside and outside layers must be 42 pound test and the medium layer must be 33 pound test with waterproof adhesive glued construction. 5) The target gap at the Manufacturer’s Joint shall be 3/8 inch. The overlap joint (joint tab) shall not be less than 1 ¼ inches wide with a length of the overlap equal to the inside depth of the box. The overlap joint shall be fastened with adhesive (as specified in ASTM D 5118/D 5118M, section 6.1.2.4). LINE ITEM 3: 75,000 wicket seedling bags meeting the following specifications: clear vented plastic bags, 10 inches x 10 inches x 1.25 mil, vent holes ¼ inch diameter and located at the bottom of the bag as shown in the Drawing 2. Bag shall be attached to wire wickets, 250 bags per wicket. Offer will specify how materials will be packaged for delivery. Required delivery to be made, by the successful offeror, to the Coeur d’Alene Nursery located at 3600 Nursery Road, Coeur d’Alene, ID 83815, no later than November 12, 2008. FAR 52.211-16, Variation in Quantity (April 1984) applies to this solicitation and any resulting contract. a) A variation in the quantity of any item called for by this contract will not be accepted unless the variation has been caused by condition of loading, shipping, or packaging, or allowances in manufacturing processes, and then only to the extent, if any, specified in paragraph (b) of this clause. (b) The permissible variation in quantity shall be limited to: 3 percent increase, 3 percent decrease, total contract quantity. All deliveries shall be made on regular workdays (Monday through Friday) during regular business hours (7:30 a.m. to 3:00 p.m.), excluding official Federal Government holidays. Contractor shall notify the Coeur d’Alene Nursery (208) 765-7375 a minimum of 24 hours prior to delivery. The provision at 52.212-1, Instructions to Offerors Commercial, applies to this acquisition. The contract award will be offered to the best value offer made to the Government, considering price, technical specifications, and availability of products.
